祥鹏航空运行控制风险管理研究

【摘要】:进入21世纪以来,中国民航业正处于蓬勃发展的阶段,航空公司的安全水平也在持续提升。根据国际民航组织(ICAO)的要求,目前中国国内民用航空承运人在风险管理的建设上加大了投入,各航空公司不断完善安全管理平台的搭建,营造了良好的风险管理与安全管理体系。在安全管理体系的实际运行中,针对究竟安全水平达到了什么样的状态?安全管理体系是否健全?现阶段中国民航对于以上问题的认知仍然停留在模糊的定性评估,未能很好的在定性与定量之间给予一个平衡的有效评估。 本文以安全管理体系(Safety Management System,简称:SMS)为基础,分析借鉴国内外关于SMS建设的成功经验,结合云南祥鹏航空有限责任公司(以下简称祥鹏航空)的实际运行,科学、全面、客观、针对性地探究了祥鹏航空在安全核心领域之一运行控制模块的现状,创新性地提出从组织的高度运用组织行为学与风险管理的理论相结合,探索风险管控的有效措施。通过对现阶段风险要素的深入剖析,抓住关键要素,首先在基于对SMS的深入理解上定性化地建立了运行控制风险管理评估模型,然后引入先进的系统AHP层次分析矩阵和模糊评价法对运行控制系统进行定量化评估,从而能够正确认识、正确评估风险要素,做到合理运用SMS,使得公司运行控制的风险维持在可接受的安全水平内。 安全就是最大的效益,航空公司追求发展和利润最大化的同时,安全永远摆放在第一位。随着公司运行体系规模的逐渐扩大,安全要素需要我们重点关注什么,文章最后设想性地作出了展望,以期先谋先策,递阶性地走在安全关口的前沿。
[Abstract]:Since twenty-first Century, Chinese civil aviation industry is in a stage of vigorous development, the security level of the airline has been improved. According to the International Civil Aviation Organization (ICAO) requirements, currently Chinese domestic civil aviation carrier to increase investment in the construction of risk management, and constantly improve the airlines to build security management platform, to create a good risk management and safety management system. In the actual operation of the safety management system, according to whether the safety level has reached the state of what? The safety management system is sound? At this stage for the above problems Chinese civil aviation cognition still stays in the qualitative evaluation of fuzzy, and not very good to give an effective assessment of balance in between the qualitative and quantitative analysis.
Based on the safety management system (Safety Management System, referred to as: SMS) based on the SMS analysis, learn from the successful experience of the construction at home and abroad, combined with Yunnan luckyair (hereinafter referred to as chinaexpress Airlines) the actual operation, scientific, comprehensive, objective, to explore the current situation in one of the lucky air the core areas of safety operation control module, puts forward the innovative science and risk management from the height of the organization behavior organization theory, and explore effective measures for risk management. The risk factors of the stage through deep analysis, seize the key elements in the first in-depth understanding of SMS on qualitative established operation control risk management evaluation model based on the introduction of advanced AHP system, then AHP matrix and fuzzy evaluation method to quantitatively evaluate the operation control system, so as to correctly understand and correct The risk factors are evaluated and the SMS is reasonably used to maintain the risk of the operation of the company within an acceptable level of security.
Safety is the biggest benefit, the airlines to maximize the development and profit at the same time, safety is always put in the first place. With the gradual expansion of the company scale operation system, we need to focus on what the security elements, finally made a tentative prospect, in order to seek the first strategy, hierarchical to walk in the forefront of safety mark.
