铁路工程项目技术创新动力机制及实证研究

【摘要】:近年来,我国铁路建设事业快速发展,技术创新取得显著成效。铁路工程项目作为技术创新的前沿阵地和应用载体,是我国铁路技术创新体系中不可或缺的组成部分,因此,研究铁路工程项目技术创新动力机制及实现路径在理论和实践上都具有十分重要的意义。 本文旨在分析铁路工程项目建设过程中技术创新的动力影响因素,构建技术创新动力系统的仿真模型,研究提升项目技术创新动力的实现途径,以实现铁路工程项目技术创新的可持续发展。 本文分析了铁路工程项目技术创新的特点,总结铁路工程项目技术创新在资金、人才、组织和协作方面的障碍与不足,从参与方的识别与需求分析、参与方动力因素、环境动力因素等方面阐述了铁路工程项目技术创新的动力因素。 在此基础上建立了铁路工程项目技术创新动力系统模型,运用系统动力学方法对技术创新动力系统的运行过程进行模拟仿真,采用因果回路图分析技术创新动力系统的内部构成,运用存量流量图探寻影响技术创新动力的关键因素和主导回路,为技术创新动力机制的构建和运行提供理论依据。 通过铁路工程项目技术创新动力机制内涵与要素分析,建立了项目技术创新动力机制模型,并通过阐述三大核心子机制目标、主体、功能及运行,确保工程项目技术创新动力机制的有效运行。通过分析激励约束的资源、环境要素及激励约束主体客体,阐述激励约束机制的功能及其运行实现;通过分析协同合作的目标及流程,阐明作为主导方的业主与作为实施方的承包方、科研单位及高校的协同合作机制的组织构架及运行保障;通过分析技术创新的利益表现形式及各方利益获取方式,运用博弈方法分析构建基于Shapley值和基于MCRS法的合作收益分配模型,结合熵权法建立项目技术创新利益分配方法,归纳总结出具体举措和可行方案。 最后,以XG铁路工程项目为例,从其技术创新管理实际经验中总结提炼铁路工程项目技术创新动力机制的实践运用与成效,验证理论研究成果的科学性和可行性。
[Abstract]:In recent years, the rapid development of railway construction in China, has made remarkable achievements in technological innovation. The railway engineering projects as the forefront of technology innovation and application of the carrier, is an indispensable part of the technological innovation system of China Railway, therefore, research on railway project technology innovation dynamic mechanism and path in theory and practice has is of great significance.
The purpose of this paper is to analyze the driving factors of technological innovation in the process of railway engineering construction, to build a simulation model of technological innovation power system, and to study the ways to enhance the technological innovation power of railway projects, so as to achieve the sustainable development of technological innovation in railway engineering projects.
This paper analyzes the characteristics of technological innovation of railway engineering project, summarizes technological innovation of railway projects in the capital, organization and coordination, the obstacles and problems, from the analysis of recognition and demand to participate in the party, party power factor, environmental dynamic factors explained the motive force of technological innovation of railway project.
On the basis of the establishment of the railway project technology innovation dynamic system model, using the method of system dynamics to simulate the operation process of technological innovation dynamic system, the causal loop diagram analysis of the internal motivation of technological innovation system, the key factor in the stock flow diagram to explore the impact of technology innovation and leading to construction and provide a theoretical basis for the loop the operation and dynamic mechanism of technological innovation.
Through the analysis of the connotation of railway project technology innovation dynamic mechanism and factors, established a dynamic mechanism model of technological innovation project, and expounds on the three core mechanism, subject, function and operation, to ensure the effective operation of the project technology innovation driving mechanism. Through the analysis of the incentive and restraint of resources, environmental factors and the main incentive object and expounds its function and incentive mechanism; cooperative target and process of cooperation through analysis, to clarify the dominant party as the owner and the Contractor as the implementation of party cooperation mechanism, scientific research units and high school organization structure and operation security; access through the analysis of the interest and the interests of all parties form of technological innovation. Analysis of the Shapley value and the cooperative profit distribution model based on MCRS method based on applying game theory, establish the project technical innovation based on entropy method The method of interest distribution is summed up and summed up the concrete measures and feasible schemes.
Finally, taking XG railway engineering project as an example, we summarized and summarized the practical application and effect of railway engineering project technological innovation power mechanism from the practical experience of its technological innovation management, and verified the scientificity and feasibility of the theoretical research results.
