城际公交财政补贴问题研究

【摘要】:伴随着经济的快速发展,城市化进程进程加快,交通问题已经成为困扰着世界上所有国家的一道难题,我国也面临着不同程度的道路交通问题,它的改善对经济的发展起着重要的作用。改革开放以来,我国区域经济发展异常迅速,区域经济迅速发展促进了大城市化进程和城市群一体化格局的不断完善,然而随着城市群的提出及城市规模急剧扩大,人口流动率持续增加,产生了大量的交通需求,使交通基础设施建设处于相对不足或滞后的状态,在道路客运尚未满足人们出行需求的当下,,而城际公交作为城市间公共交通的一个重要补充和组成部分,承担了一定的公共职能,具有一定的公共产品属性,所以政府就应该根据具体情况给予一定的补贴,以弥补其因低票价而造成的损失。本文通过探讨城际公交的定义、定位、特性及财政补贴存在的问题,提出关于城际公交财政补贴的若干建议,希望有助于城际公交持续健康的发展。 本文在提出城际公交财政补贴问题的研究背景和意义等基础上,运用系统分析法探讨了城际公交的定义、定位、特性、财政补贴的必要性及影响城际公交财政补贴的因素等内容。采取比较分析法对国内典型城际公交线路财政补贴情况和国外公共交通财政补贴方式进行了对比研究,总结出了可供我国城际公交财政补贴借鉴的经验。采用了定性与定量相结合的方法,探讨了城际公交的票价、城际公交的亏损原因等问题。最后用多学科相结合的方法提出了我国城际公交财政补贴的发展方向及相关建议。
[Abstract]:With the rapid development of economy and the acceleration of the process of urbanization, the traffic problem has become a difficult problem for all countries in the world, and China is also faced with road traffic problems of varying degrees. Its improvement plays an important role in the development of economy. Since the reform and opening up, China's regional economy has developed very rapidly, and the rapid development of regional economy has promoted the process of urbanization and the continuous improvement of the pattern of urban agglomeration integration. However, with the development of urban agglomeration and the rapid expansion of urban scale, the population mobility rate continues to increase, resulting in a large number of traffic demand, which makes the traffic infrastructure construction in a relatively inadequate or lagging state. At present, the road passenger transport has not met people's travel needs, and intercity public transport, as an important supplement and component of inter-city public transport, has a certain public function and has a certain attribute of public goods. Therefore, the government should give certain subsidies according to specific conditions to compensate for the losses caused by low fares. This paper discusses the definition, location, characteristics and problems of financial subsidies of intercity public transport. This paper puts forward some suggestions on the financial subsidy of intercity public transport, hoping to contribute to the sustained and healthy development of intercity public transport. Based on the background and significance of the research on the financial subsidy of intercity public transport, this paper discusses the definition, orientation and characteristics of intercity public transport by means of systematic analysis. The necessity of the financial subsidy and the factors influencing the financial subsidy of intercity public transport are analyzed. The comparative analysis is used to study the financial subsidy situation of the typical intercity transit line in China and the financial subsidy method of public transport abroad. This paper sums up the experience that can be used for reference in the financial subsidy of intercity public transport in our country, and discusses the ticket price of intercity public transport by combining qualitative and quantitative methods. Finally, the development direction and relevant suggestions of the financial subsidy for intercity public transport in China are put forward by using the method of multi-disciplinary combination.
