基于环渤海港口群的天津港竞争力研究

【摘要】:在我国进入十二五经济发展新阶段之际,港口经济的发展也增加了新的内容。随着地区港口的迅速发展,我国环渤海地区港口群内三大港口天津、青岛、大连港争相发展已经成为环渤海地区三大枢纽港。这三大港口各有优势,竞争十分激烈。 “十一五”期间,中央提出要努力将天津建设成为北方国际航运中心和国际物流中心,为此有必要回顾天津港的发展历程,分析天津港的发展现状以及天津港相对于大连港、青岛港的竞争优势和不足之处;基于港口发展趋势,研究影响天津港持续竞争力的主要因素,从而寻求提升天津港竞争力的有效途径并制定相关策略。 港口竞争力评价的关键在于建立港口竞争力评价指标体系和选择港口竞争力评价方法这两个方面。由于港口发展是动态变化的,影响港口竞争力的因素也在随之变化。所以港口竞争力评价指标体系并没有统一的结构。本文基于前人对于港口竞争力的研究建立了新的评价体系,加入了直接腹地外向度、外商直接投资实际利用额、港航合作程度、港航EDI化程度、码头服务行业发展、港口未来发展规划这六项新指标,试图能够更为全面地评价天津港竞争力。在评价方法上,本文首先使用了AHP层次分析法,以2011年的数据对天津港和其竞争对手青岛港、大连港的竞争力做了横向比较分析。其次,使用1996年到2011年数据对天津港和青岛港做出了纵向比较分析。最后,使用SWOT分析法对天津港的未来发展做出了分析与总结。以上三种方法的结合使用使得天津港竞争力得到了更加全面的综合评价。 基于分析结果,结合港口发展趋势,本文提出增强天津港竞争实力应统筹港口基础设施和工程建设、积极参与国际合作、打造港口企业知名品牌、提供高端化港口服务、加强港口间合作以实现共赢。除此之外,为打造天津港独特竞争力天津港还要继续依靠政府的支持、扩展腹地以获得更多货源、发挥港区相互带动作用实现共同发展。
[Abstract]:As our country enters a new stage of economic development in the 12th Five-Year Plan, the development of port economy has also added new contents. With the rapid development of regional ports, the three major ports in the port group around the Bohai Sea in China, Tianjin and Qingdao, Dalian Port has developed into three key ports around the Bohai Sea. These three ports have their own advantages and the competition is very fierce. During the 11th Five-Year Plan period, the Central Committee proposed to build Tianjin into an international shipping center and an international logistics center in the north. It is necessary to review the development course of Tianjin Port, analyze the present development situation of Tianjin Port and compare Tianjin Port with Dalian Port. Based on the development trend of the port, this paper studies the main factors that affect the sustainable competitiveness of Tianjin Port, so as to seek an effective way to enhance the competitiveness of Tianjin Port and formulate relevant strategies. The key to the evaluation of port competitiveness lies in the establishment of evaluation index system of port competitiveness and the selection of evaluation methods of port competitiveness. Therefore, there is no uniform structure in the evaluation index system of port competitiveness. Based on the previous researches on port competitiveness, this paper establishes a new evaluation system, and adds the degree of extroversion to the direct hinterland. The actual utilization of foreign direct investment, the degree of cooperation between port and shipping, the degree of EDI of port and shipping, the development of terminal service industry and the future development plan of port are six new indexes, which try to evaluate the competitiveness of Tianjin Port in a more comprehensive way. This paper first uses AHP Analytic hierarchy process (AHP) to analyze the competitiveness of Tianjin Port and its competitors Qingdao Port and Dalian Port with the data of 2011. Secondly, the paper makes a comparative analysis of the competitiveness of Tianjin Port and its competitors, Qingdao Port and Dalian Port. Using the data from 1996 to 2011, this paper makes a longitudinal comparative analysis of Tianjin Port and Qingdao Port. Finally, This paper analyzes and summarizes the future development of Tianjin Port by using SWOT analysis method, and the combination of the above three methods makes the competitiveness of Tianjin Port more comprehensive evaluation. Based on the analysis results, combined with the port development trend, this paper puts forward that to enhance the competitive strength of Tianjin Port, we should plan the port infrastructure and engineering construction, actively participate in international cooperation, create well-known brands of port enterprises, and provide high-end port services. In addition, in order to build the unique competitiveness of Tianjin Port, Tianjin Port must continue to rely on the support of the government, expand its hinterland to obtain more sources of goods, and bring into play the mutual driving role of the port area to achieve common development.
