基于公共治理视角的高速公路管理模式研究

【摘要】:高速公路作为现阶段我国最重要的交通运输基础设施之一,其健康发展不仅使人们出行更加方便,更推动了我国经济增长,是衡量一个国家实力和现代化程度的重要标志。随着高速公路里程的不断增长,,高速公路市场化程度不断的加深,公益化、民主化呼声的不断提高,现阶段政府规制模式已不能保证高速公路持续健康的发展,需要对其进行改革。 公共治理理论是当今社会科学的前沿理论之一。20世纪末,该理论被广泛地运用于政治发展和行政改革的研究与实践领域。公共治理理论的核心思想就是除了政府之外,还引进非政府组织共同参与公共治理的治理,以寻求一种政府、市场、社会三边互动的关系。本文意图将公共治理理论中的核心思想引入到高速公路管理模式改革之中,探求适合现阶段高速公路发展的管理模式。 本文首先从高速公路政府规制的研究背景入手,明确了研究目的及意义。然后在分析我国高速公路规制现状的基础之上,针对现阶段高速公路政府规制模式显现出的种种弊端,从政府内部和外部两方面进行了分析。其次,对公共治理理论的核心观点进行归纳,并对高速公路实行公共治理模式的适用性进行了分析。通过分析,得出“公共治理理论可以被应用到高速公路管理模式改革之中”这一结论。最后,结合高速公路自身特点及现阶段的实际情况,明确治理主体及所发挥的职能,构建了一套以政府为主导,第三部门配合,市场给予充分支持的高速公路治理模式,并提出了相应的保障措施。 本文认为通过各管理主体之间相互监督,相互合作,不仅可以提高监管效率,减少政府寻租可能,还有助于解决信息不对称等问题。希望能通过本文的研究,为我国高速公路管理模式改革提供新的视角,促使高速公路持续、快速、健康发展。
[Abstract]:As one of the most important transportation infrastructure in our country, the healthy development of expressway not only makes it more convenient for people to travel, but also promotes the economic growth of our country. It is an important symbol to measure the strength of a country and the degree of modernization. With the continuous growth of highway mileage, the degree of highway marketization is deepening, the public welfare is becoming more and more important, and the voice of democratization is constantly rising. At present, the government regulation mode can not guarantee the sustainable and healthy development of expressway, so it is necessary to reform it. The theory of public governance is one of the frontier theories of social science. At the end of the 20th century, it is widely used in the research and practice of political development and administrative reform. It also introduces non-governmental organizations to participate in the governance of public governance, in order to seek a kind of trilateral interaction between government, market and society. This paper intends to introduce the core ideas of public governance theory into the reform of highway management mode. To seek suitable management mode for highway development at this stage. This paper begins with the research background of expressway government regulation, defines the purpose and significance of the research, and then on the basis of analyzing the current situation of expressway regulation in China, Aiming at the malpractice of expressway government regulation mode at present, this paper analyzes the internal and external aspects of the government. Secondly, it summarizes the core viewpoints of the public governance theory. Through the analysis of the applicability of the public governance mode of expressway, the conclusion that "public governance theory can be applied to the reform of expressway management mode" is concluded. According to the characteristics of the expressway and the actual situation at the present stage, the main body of governance and the functions played by it are clearly defined, and a set of expressway governance model, which is guided by the government, coordinated by the third sector and fully supported by the market, is constructed. And put forward the corresponding safeguard measures. This paper holds that the supervision and cooperation among the management bodies can not only improve the efficiency of supervision, reduce the possibility of rent-seeking by the government, but also help to solve the problem of information asymmetry and so on. It provides a new angle of view for the reform of expressway management mode in China, and promotes the sustained, rapid and healthy development of expressway.
