基于蓝色经济区甩挂运输可持续发展研究

【摘要】:2011年1月我国提出第一个国家级区域经济发展战略,即国务院正式发布的《山东半岛蓝色经济区发展规划》。《规划》中着重提出打造山东半岛蓝色经济区,大力发展海洋运输物流业,要把山东半岛蓝色经济区建设成为国际先进技术水平的东北亚物流中心和我国东部沿海地区经济的重要增长极。 不负所望,目前我国半岛蓝色经济区正处在快速发展的阶段,尤其是依据山东半岛港口群的现代海洋运输物流业的发展迅速,成为山东半岛蓝色经济区的重要支柱产业之一。但是越来越严重的环境污染、生态恶化等问题俨然已经成为制约山东半岛社会经济增长的一大瓶颈。2012年11月我国十八大创新性的提出了生态文明建设思想,以缓解当前我国面对的资源紧缺、环境污染、生态恶化等制约社会发展的瓶颈问题。而甩挂运输作为一种先进的现代物流运输方式,不仅能提高蓝色经济区物流业的经济效率和效益,而且特别符合政府倡导的低碳经济、生态文明、环境友好的建设思想。因此,近几年我国国务院在有关节能减排的工作部署中和物流业调整与振兴规划中都重点提出了一定要大力发展甩挂运输的要求。所以,蓝色经济区甩挂运输迎来了加快发展的良好契机,并最终将促进蓝色经济区物流道路货运业的转型升级。 但是目前我国甩挂运输行业尚处在初步引进、探索发展阶段,各方面的建设尚不成熟,所以本文首先从战略联盟理论分析入手,通过对山东半岛蓝色经济区甩挂运输的发展现状的研究,认真分析甩挂运输的内涵,进行了基于山东半岛蓝色经济区甩挂运输结成战略联盟的研究。然后,本文对蓝色经济区的甩挂运输绩效评价进行了相关研究。最后,文章进行了山东半岛蓝色经济区甩挂运输市场分析,提出了发展山东半岛蓝色经济区甩挂运输的对策及措施。 第一章,介绍了山东半岛蓝色经济区甩挂运输的研究背景、意义,阐述了蓝色经济区和甩挂运输的基本概念,国内外研究现状以及本文的主要研究内容。 第二章,通过对山东半岛蓝色经济区甩挂运输的发展现状的研究,利用物元分析法探讨山东半岛蓝色经济区甩挂运输企业联盟的可行性分析、风险及防范措施。 第三章,运用平衡记分卡与AHP--模糊综合评价法构建了甩挂运输企业的绩效模糊综合评价模型,并对某一运用甩挂运输的上市物流公司实例进行了模型的应用。 第四章,分析了甩挂运输主要优势,结合蓝色经济区甩挂运输发展的现状,提出了蓝色经济区发展甩挂运输的一些对策及措施。 第五章,,对整篇论文进行总结。
[Abstract]:In January 2011, our country put forward the first national level regional economic development strategy, that is, the "Development Plan for the Blue Economic Zone of Shandong Peninsula", which was officially issued by the State Council. In order to develop the marine transportation logistics industry, it is necessary to build the blue economic zone of Shandong Peninsula into an international advanced technology logistics center in Northeast Asia and an important economic growth pole in the eastern coastal areas of China. Not to be expected, at present, the blue economic zone on the peninsula of our country is at a stage of rapid development, especially in light of the rapid development of the modern maritime transportation logistics industry in the Shandong Peninsula port group. It has become one of the important pillar industries in the blue economic zone of Shandong Peninsula. But the environmental pollution is becoming more and more serious. Ecological deterioration and other problems have become a major bottleneck restricting the social and economic growth of the Shandong Peninsula. In November 2012, the 18th National Congress of our country creatively put forward the idea of ecological civilization construction, in order to alleviate the shortage of resources and environmental pollution faced by our country at present. As an advanced modern logistics transportation mode, it can not only improve the economic efficiency and benefit of the logistics industry in the blue economic zone, but also accord with the low-carbon economy advocated by the government. Therefore, in recent years, the State Council of our country has put forward the requirements of vigorously developing the transport industry in the planning for energy saving and emission reduction and in the plan for the adjustment and revitalization of the logistics industry. The blue economic zone has ushered in a good opportunity to speed up the development, and will eventually promote the transformation and upgrading of the logistics road freight transport industry in the blue economic zone. However, at present, the transport industry in China is still in the initial introduction, exploring the stage of development, the construction of all aspects is not yet mature, so this paper begins with the theoretical analysis of strategic alliance. Based on the study of the current situation of the development of the transportation in the blue economic zone of Shandong Peninsula, and the analysis of the connotation of the transportation, the paper studies the formation of strategic alliance based on the transportation in the blue economic zone of Shandong Peninsula. This paper has carried on the correlation research to the blue economic zone's transportation performance evaluation. Finally, the article has carried on the Shandong Peninsula blue economic zone dumps and hangs the transportation market analysis, has proposed the development Shandong Peninsula blue economic zone dumps and hangs the transportation countermeasure and the measure. The first chapter introduces the research background and significance of the blue economic zone in Shandong Peninsula, expounds the basic concepts of the blue economic zone and suspended transport, the current research situation at home and abroad, and the main research contents of this paper. In the second chapter, through the research of the current situation of the transportation in the blue economic zone of Shandong Peninsula, the feasibility analysis, the risk and the preventive measures of the alliance of the transportation enterprises in the blue economic zone of Shandong Peninsula are discussed by using the matter element analysis method. In the third chapter, the fuzzy comprehensive evaluation model of the performance of the transportation enterprises is constructed by using the balanced Scorecard and AHP-Fuzzy Comprehensive Evaluation method, and the model is applied to a listed logistics company. In the fourth chapter, the author analyzes the main advantages of swinging and hanging transportation, and puts forward some countermeasures and measures for the development of swinging and hanging transportation in the blue economic zone in combination with the present situation of the development of the transportation of swinging and hanging in the blue economic zone. Chapter 5th summarizes the whole paper.
