海峡西岸经济区外贸集装箱内陆物流系统优化研究

【摘要】:《关于支持福建省加快建设海峡西岸经济区的若干意见》的通过,使海峡西岸经济区的建设上升到国家战略。海峡西岸经济区北承长三角、南接珠三角,是我国沿海经济带的重要组成部分,按照促进海峡西岸经济区发展和两岸直接“三通”的要求,从服务、引导和促进区域经济协调发展出发,需要构建海峡西岸现代综合交通网络,加强对外运输通道(主要是出海物流系统)的建设。近年来,随着国际集装箱多式联运的快速发展,人们开始把目光转向国际集装箱的内陆运输过程。因此,以建设内陆物流大通道为抓手,构筑内陆物流大平台为依托,不断降低内陆物流运输成本,将海峡西岸经济区广阔的内陆经济腹地城市开放为国内外各类要素的集散地对海峡西岸经济区有着重要的战略意义。基于这一背景,本文以海峡西岸经济区外贸集装箱内陆物流系统为研究对象。 本文首先在分析海峡西岸经济区外贸集装箱内陆物流系统的现状及存在问题的基础上,提出了适应海峡西岸经济区发展的集装箱内陆运输模式与外贸集装箱内陆物流系统模型。其次,提出了海峡西岸经济区外贸集装箱内陆物流系统的硬件设施优化方案,主要包括内陆港布局优化、集装箱货运站布局和运输通道规划三个方面;最后,站在系统协调运作的角度从政府政策、协调机制等方面提出了海西外贸集装箱内陆物流系统的发展措施,主要包括促进海铁联运发展、促进外贸投资环境、整合海关特殊监管区域的整合以及物流信息化建设等四个方面。 研究表明海峡西岸经济区通过内陆港、集装箱货运站和运输通道的合理布局,以及政府政策、协调机制等的扶持支撑,海峡西岸经济区外贸集装箱内陆物流系统将更加高效。
[Abstract]:The adoption of the "opinions on supporting Fujian Province in speeding up the Construction of the Economic Zone on the West Bank of the Straits" has raised the construction of the Economic Zone of the West Bank of the Straits to the national strategy. It is an important part of the coastal economic belt of China. In accordance with the requirements of promoting the development of the economic zone in the West Bank of the Taiwan Strait and the direct "three links" between the two sides of the strait, we should proceed from serving, guiding and promoting the coordinated development of regional economy. In recent years, with the rapid development of international container multimodal transport, there is a need to build a modern comprehensive transportation network on the west side of the strait and to strengthen the construction of external transport corridors (mainly sea logistics systems). People begin to turn their eyes to the inland transportation process of international container. Therefore, with the construction of inland logistics corridor as the starting point and the construction of inland logistics platform as the basis, the cost of inland logistics transportation is continuously reduced. It is of great strategic significance to open the vast inland economic hinterland city of the West Coast Economic Zone of the Straits as a distribution center of all kinds of elements at home and abroad for the Economic Zone of the West Bank of the Straits. In this paper, the foreign trade container inland logistics system in the West Coast Economic Zone of the Straits is taken as the research object. First of all, based on the analysis of the current situation and existing problems of the container inland logistics system in the West Coast Economic Zone of the Taiwan Strait, The container inland transportation mode and the foreign trade container inland logistics system model suitable for the development of the West Coast Economic Zone of the Straits are put forward. Secondly, the hardware facilities optimization scheme of the foreign trade container inland logistics system in the West Coast Economic Zone of the Straits is put forward. It mainly includes the optimization of the layout of inland ports, the layout of container freight terminals and the planning of transport corridors. Finally, from the angle of coordinated operation of the system, the government policies, The coordination mechanism and other aspects have put forward the development measures of the inland logistics system for foreign trade containers in Hercynian, mainly including promoting the development of sea rail combined transport and promoting the foreign trade investment environment. The integration of customs special supervision area and logistics informatization construction. The research shows that the inland logistics system of foreign trade container in the west side of the Straits Economic Zone will be more efficient because of the rational layout of inland ports container terminals and transportation channels as well as the support of government policy and coordination mechanism.
