成都地铁3号线一期工程BT建设模式存在的问题及对策研究

【摘要】:随着我国城市化的飞速发展,城市公共交通系统也逐步完善,越来越多的市民对低碳、节能、环保的理念开始重视。一个城市的轨道交通系统形成了成熟的地铁管网后,不仅可以很大程度上缓解该城市的交通拥堵状况,其对减少城市二氧化碳气体排放、汽车尾气排放量也起到不可替代的作用。然而,城市轨道交通的投资建设主要靠地方政府,其成本回收速度慢、短时间盈利能力有限等因素限制了城市轨道交通在中小型城市的发展。目前,由于国内城市轨道交通建设项目主要靠政府出面进行融资,融资渠道单一并且建设投资额巨大,给地方政府带来很大财政压力。因此,扩大融资渠道,建立一个科学合理的建设模式是政府及学术界一直关注的问题,而BT建设模式可以很好地解决这一问题,对其应用进行研究具有现实意义。本文针对国内城市轨道交通BT建设模式,首先介绍了BT模式的相关概念、种类及其特征。然后,以成都地铁3号线一期BT工程为研究对象,通过搜集案例相关资料和数据,分析了3号线一期工程的建设背景和特点,以及BT建设模式选择和确立的原因。基于实际数据,对成都地铁3号线一期工程和1号线一期自建项目的建设工程总投资与工期进行比较分析,论证了BT项目相对传统自建项目的优势。同时,论文对分析了成都地铁3号线一期工程实施过程中面临的困难和存在难题;钊对这些问题,提出了相应对策与建议。希望通过对BT模式在我国实践中的应用研究分析,为国内城市轨道交通更科学合理地发展提供一些参考建议。
[Abstract]:With the rapid development of urbanization in China, the urban public transportation system has been gradually improved, and more and more citizens have begun to attach importance to the concept of low carbon, energy saving and environmental protection. Not only can the traffic congestion in the city be alleviated to a large extent, but it can also play an irreplaceable role in reducing the city's carbon dioxide emissions and automobile exhaust emissions. However, the investment and construction of urban rail transit mainly depends on local governments. Such factors as slow cost recovery and limited profitability in short time limit the development of urban rail transit in small and medium-sized cities. At present, domestic urban rail transit construction projects mainly rely on government financing. The financing channel is single and the construction investment is huge, which brings great financial pressure to the local government. Therefore, expanding the financing channel and establishing a scientific and reasonable construction mode are the problems that the government and the academic circles have been paying close attention to all the time. The BT construction model can solve this problem very well, and it is of practical significance to study its application. In this paper, the related concepts, types and characteristics of BT mode are introduced in the light of the BT construction mode of urban rail transit in China. Taking the first phase BT project of Chengdu Metro Line 3 as the research object, this paper analyzes the background and characteristics of the construction of the first phase project of Line 3, and the reasons for the selection and establishment of the BT construction mode, based on the actual data, through collecting the relevant data and data of the case. This paper compares and analyzes the total investment and construction period of the first phase construction project of Chengdu Metro Line 3 and the first phase self-construction project of Line 1, and proves the advantages of BT project compared with the traditional self-built project, at the same time, the advantages of BT project compared with the traditional self-built project are demonstrated. This paper analyzes the difficulties and problems in the implementation of the first phase project of Chengdu Metro Line 3, and puts forward the corresponding countermeasures and suggestions for these problems. It is hoped that the application of BT mode in our country will be studied and analyzed through the research and analysis of the application of BT mode in our country. To provide some reference suggestions for more scientific and reasonable development of domestic urban rail transit.
