【摘要】:高速公路收费作为一个新兴行业,在国民经济发展和国家战略中的地位越来越重要,并且与我们的生活联系越来越紧密。目前我国的高速公路通车里程已经突破8.5万公里,居世界第二。面对国内高速公路建设的快速发展,要跟上形势,抓好运营期的管理,却不是一朝一夕的事。因为,国内高速公路的管理研究理论大部分都是从硬件建设和智能化收费系统管理角度去论述的,而对收费站管理的研究却相对滞后,没有统一的标准和模式。但是,作为高速公路重要组成部分的收费站,其管理水平直接影响着一条路的运营好坏:不但影响着整条路的形象建设、运行效益与未来发展空间,而且对所处地域的经济发展也有一定的促进作用。对收费站管理的研究,正是为适应高速公路的发展要求,提高运营管理效益,促进自身发展而做的有益尝试。 那么如何通过加强收费站的创新管理,促进整个高速公路管理水平的提高,充分发挥高速公路的服务职能,为大众出行保驾护航呢?这是收费站管理必须面对的新课题。因为收费站的管理研究还处于起步阶段,一些高速公路管理部门正在这方面做有益的探索。 本文主要运用理论和实践相结合的方法,在详细分析收费站现行管理的优势和不足基础上,试图通过对收费站日常管理内容的探讨与管理效果的研究,对高速公路收费站的管理提出一些具体建议,并在实际管理中进行一些有益的尝试。论文首先阐述了国外收费管理的发展,,把它作为研究背景和参考内容,同时介绍了我国高速公路收费站管理研究的现状。通过对国内外收费站管理的分析,客观地认识收费站存在的优势和劣势,从而扬长避短,提高收费站管理水平,提升高速公路服务人员的整体素质,更好地满足广大群众的出行要求,以便为广大群众提供高质量的服务和安全保证。最后,对收费站管理提出建议:一是从收费站自身的领导管理、班子的向心力、队伍的凝聚力、收费站的发展与用人、绩效管理、制度落实与稽查等方面提出建议,提高管理能力与执行力。二是从站区的文化品牌建设、文明创建活动及对外宣传等方面提出建议,以期从中获得某些有益的启示,为收费站管理提供一些有益的借鉴。
[Abstract]:Highway toll, as a new industry, plays a more and more important role in the development of national economy and national strategy, and is more and more closely related to our daily life. At present, the mileage of freeway traffic in our country has exceeded 85000 kilometers. Second in the world. In the face of the rapid development of highway construction in China, it is not an overnight event to keep up with the situation and to do a good job in the management of the operation period. Because, Most of the domestic highway management research theories are discussed from the point of view of hardware construction and intelligent toll collection system management, but the research on toll station management is relatively lagging behind, there is no unified standard and model. As an important part of expressway, the management level of toll station has a direct impact on the operation of one road: it not only affects the image construction of the whole road, but also the operation benefit and the future development space. The study of toll station management is a beneficial attempt to adapt to the development of expressway, to improve the efficiency of operation management and to promote its own development. So how to strengthen the innovative management of toll stations, promote the improvement of the whole highway management level, give full play to the service function of the highway, for the public travel escort? This is a new subject that must be faced by toll station management, because the study of toll station management is still in its infancy, and some highway management departments are making beneficial explorations in this respect. Based on the detailed analysis of the advantages and disadvantages of the current management of toll stations, this paper mainly uses the method of combining theory and practice, and attempts to study the content of daily management of toll stations and the effect of management. This paper puts forward some concrete suggestions on the management of expressway toll stations, and makes some beneficial attempts in the actual management. Firstly, the paper expounds the development of foreign toll collection management, regards it as the research background and reference content. At the same time, this paper introduces the present situation of the research on the management of toll collection stations in our country. Through the analysis of the management of toll stations at home and abroad, the advantages and disadvantages of toll stations are objectively recognized, so that the advantages and disadvantages of toll stations can be promoted and the management level of toll stations can be improved. Improve the overall quality of expressway service personnel, better meet the travel requirements of the masses, in order to provide high quality services and safety guarantees for the masses. Finally, Suggestions on the management of toll stations are put forward: first, from the aspects of the management of the toll station itself, the centripetal force of the team, the cohesion of the team, the development and employment of the toll station, the performance management, the implementation of the system and the audit, etc. The second is to put forward some suggestions from the aspects of cultural brand construction, civilization creation activities and publicity, so as to obtain some beneficial enlightenment and provide some useful reference for toll station management.
