大庆市快速公交系统项目可行性分析及风险管理

【摘要】：大庆作为一座新兴的工业城市，依托政府及油田企业，近年来发展迅速。特别是私家车保有量增长迅速，从而导致市区经常出现各种交通问题，交通拥堵现象越来越严重。发展新型的交通模式，不仅保留了现有公交的整体优势，而且可以有效的改善交通拥堵状况，为乘客提供更高效的服务水平，节能减排，在环境保护上起到了一定的作用。因此，大庆市可以通过发展公共交通来解决交通拥堵的问题。本文运用现在企业的项目管理模式从大庆市今后的发展规模入手论述了大庆市公交现状及存在的问题，并结合国家政策、大庆市道路状况以及国内外的优秀经验，，对快速公交系统在大庆市场上的投入进行了经济效益分析和社会效益分析，得出可行性总结。然后，由于大庆市从未建设过此类项目，因此该论文对在大庆市发展快速公交系统产生的风险进行识别、估计，并利用项目风险管理手段，对识别出的风险按照阶段不同进行了相应的风险控制，使该项目尽可能的减少风险，使效益最大化。
[Abstract]:As a new industrial city, Daqing, relying on the government and oil field enterprises, has developed rapidly in recent years. In particular, the number of private cars has grown rapidly, which has led to various traffic problems in the urban areas. Traffic congestion is becoming more and more serious. The development of new traffic patterns not only retains the overall advantages of existing public transport, but also can effectively improve traffic congestion, provide more efficient service level for passengers, and save energy and reduce emissions. Therefore, Daqing can solve the problem of traffic congestion by developing public transportation. This paper discusses the present situation and problems of public transportation in Daqing City from the perspective of the future development scale of Daqing City by using the project management mode of present enterprises, and combines with the national policy, the road condition of Daqing City and the excellent experience at home and abroad. This paper analyzes the economic and social benefits of the investment of bus rapid transit system in Daqing market, and concludes the feasibility. Then, because Daqing has never built such a project, Therefore, the paper identifies, estimates and uses the project risk management means to control the identified risks according to the different stages of the development of bus rapid transit system in Daqing City. Make the project minimize risk and maximize benefits.
