长江12.5m深水航道对南京港物流发展影响及对策研究

【摘要】:随着全球化进程的不断推进,世界经济的不断发展,现代物流在经济发展中的作用日益增大。港口作为物流系统的重要节点,是水陆空交通的集结点和枢纽,在现代物流中,扮演着越来越重要的角色,也对现代国际生产、贸易和物流发挥着重要的战略作用。港口物流作为典型的现代服务业,是建设制造业中心和服务业中心的重要支撑。南京是江苏省省会,是江苏发展现代服务业的示范区,其所在区域的南京都市圈在长三角经济区中有举足轻重的作用。 “十二五”开局之年,国务院进一步出台了《关于加快长江等内河水运发展的意见》,巩固长江口12.5米深水航道建设成果,稳步推进长江口12.5米深水航道向上延伸工程”。2011年4月15日,长江南京以下12.5米深水航道建设指挥部正式在南京成立,“十二五”未工程实施完成,第四代集装箱船和5万吨级海轮能全天候直达南京,7万吨级散货船乘潮减载能直达南京,长江南京以下航道通过能力将达到15亿吨左右,是目前通过能力的1倍以上,同时将激活南京以下10多个港口、250多个万吨级泊位,两岸港口直接连接海运航线,内河港变海港,长三角航运潜力进一步释放。本文对南京港在建设国际航运中心背景下,面对12.5米长江深水航道建设,南京港物流如何抓住此次机遇,充分发挥南京港口在长三角地区的运输枢纽作用,以长江黄金水道为依托,实现货物在国际间的流动与交换。通过效益分析和近、中、远期南京港吞吐量预测,本文对南京港发展现代物流进行了主体战略功能定位,并指明了应选择的模式、战略构想、战略目标,并提出了从做好规划建设、完善功能、作为南京港物流中心建设的重点任务。从物流产权改革、人才引进、信息系统建设和政策扶持四个方面提出了促进南京港口物流发展的对策建议。因此,分析南京港物流的发展状况,研究长江口12.5米深水航道上延至南京,对南京港物流发展影响及对策研究具有重要的现实意义。
[Abstract]:With the development of globalization and the development of world economy, the role of modern logistics in economic development is increasing. As an important node of logistics system, port is the assembly point and hub of land, water and air transportation. As a typical modern service industry, port logistics plays a more and more important role in modern international production, trade and logistics. Nanjing is the capital of Jiangsu Province and the demonstration area for the development of modern service industry in Jiangsu Province. The Nanjing metropolitan area plays an important role in the Yangtze River Delta Economic Zone. At the beginning of the 12th Five-Year Plan, the State Council further promulgated the "opinions on speeding up the Development of Inland Water Transport on the Yangtze River and other Inland Rivers" to consolidate the achievements of the 12.5 meters deep water channel construction in the Yangtze River Estuary. On April 15, 2011, the Changjiang River Estuary 12.5 meters Deepwater Channel Construction Command was formally established in Nanjing. The 12th Five-Year Plan has not been completed. The fourth generation container ships and 50,000 dwt sea vessels can reach Nanjing by tide and load reduction by tide all the time, and the passage capacity of the Yangtze River below Nanjing will reach about 1.5 billion tons, which is more than twice the current capacity. At the same time, more than 250 million ton berths will be activated in more than 10 ports below Nanjing, ports on both sides of the strait will be directly connected to shipping routes, inland ports will be transformed into seaports, and the potential for shipping in the Yangtze River Delta will be further released. Facing the construction of 12.5 meters deep water channel of the Yangtze River, how can Nanjing Port Logistics seize this opportunity and give full play to the role of Nanjing Port as a transportation hub in the Yangtze River Delta region, relying on the golden waterway of the Yangtze River? Through benefit analysis and future throughput prediction of Nanjing Port, this paper has carried on the main strategic function localization to the development of modern logistics of Nanjing Port, and pointed out the mode and strategic conception that should be selected. Strategic objectives, and put forward from the planning and construction, improve the function, as a key task of the construction of Nanjing Port Logistics Center, from the logistics property rights reform, the introduction of talent, Four aspects of information system construction and policy support are put forward to promote the development of Nanjing port logistics. Therefore, this paper analyzes the development situation of Nanjing port logistics, and studies the extension of 12.5 meters deep water channel to Nanjing in the Yangtze River Estuary. It has important practical significance to study the influence and countermeasure of logistics development of Nanjing Port.
