【摘要】：企业发展战略,是企业在对未来外部环境的变化趋势和企业自身实力进行充分分析的基础上,通过一系列科学决策的程序制定出来的总体谋划。企业文化建设发展战略,是企业战略的有机组成部分,是实现企业发展战略的有力支撑,为企业战略的发展保驾护航。本文依据企业战略管理理论和方法,根据科学发展观和《中国铁路行业“十二五”规划投资战略研究报告》,结合北京铁路局唐山机务段的实际情况,对机务段的企业文化建设发展战略进行研究。首先,通过对内外部环境的综合分析,明确了北京铁路局唐山机务段企业文化建设发展战略的指导思想、战略定位。其次,制定了依靠文化兴企、把全国最老的机务段建成最好的机务段的核心价值观；以龙腾百年、自强不息的企业精神为指导,逐步形成了内涵丰富、独具特色的企业文化,为北京铁路局唐山机务段的又好又快发展提供了强大的精神动力和文化支持。再次,较为详尽的阐述了北京铁路局唐山机务段企业文化建设的实施和控制。提出了战略实施的原则、组织结构、战略部署、战略实施的评价控制方法。并建议唐山机务段在成本控制能力、干部作风建设、培养绩效文化等方面培育自己的核心竞争力。本文的研究,对于类似的企业,也有一定借鉴意义。
[Abstract]:The enterprise development strategy is the overall plan of the enterprise through a series of scientific decision-making procedures on the basis of the analysis of the changing trend of the future external environment and the strength of the enterprise itself.The development strategy of enterprise culture construction is an organic part of enterprise strategy, and it is the strong support to realize enterprise development strategy, which can protect the development of enterprise strategy.According to the theory and method of enterprise strategic management, according to the view of scientific development and the "12th Five-Year Plan" Research report on Investment Strategy of China Railway Industry, this paper combines the actual situation of Tangshan Locomotive Depot of Beijing Railway Administration.The development strategy of enterprise culture construction of locomotive depot is studied.Firstly, through the comprehensive analysis of internal and external environment, the guiding ideology and strategic orientation of enterprise culture construction and development strategy of Tangshan locomotive depot of Beijing Railway Administration are clarified.Secondly, the core values of relying on culture to rejuvenate enterprises and build the oldest locomotive depot in the country into the best locomotive depot have been formulated. Guided by the enterprise spirit of Longteng for a hundred years and unceasing improvement, the enterprise culture with rich connotations and unique characteristics has been gradually formed.It provides strong spiritual power and cultural support for the good and fast development of Tangshan locomotive depot of Beijing Railway Administration.Thirdly, the implementation and control of enterprise culture construction of Tangshan Locomotive Depot of Beijing Railway Bureau are elaborated in detail.The principles, organizational structure, strategic deployment, evaluation and control methods of strategy implementation are put forward.It is suggested that Tangshan locomotive depot should cultivate its core competitiveness in cost control ability, cadre style construction, and cultivation of performance culture.The study of this paper, for similar enterprises, also has certain reference significance.
