新疆维吾尔自治区交通运输行业质量监督管理工作现状及发展对策分析

【摘要】：交通运输行业作为影响国民经济发展和社会进步的基础性行业、先导性行业,其发展对一个国家或某个地区而言至关重要。对于交通运输行业而言,其质量监督管理工作是具有十分重要的意义,在发达国家,交通运输行业的质量监督管理工作是国家交通管理体制重要的组成部分,在我国亦是如此。新疆维吾尔自治区作为我国西北边陲重要的省级行政区,面积达166万平方公里,周围与多国接壤,是丝绸之路的重要通道,具有十分重要的战略地位。自治区内交通运输行业的快速发展大力推动了区域经济的发展,推进了生产力的发展。交通运输工程质量监督局是自治区内对交通运输行业进行质量监督管理的主要部门,在十二五期间自治区内交通运输质量监督管理工作开展有序,有条不紊。但是,未来十年新疆维吾尔自治区交通运输行业面临大发展,如何在新的时期内做好质量监督管理工作以满足区域经济发展的需求,是摆在自治区内各级交通运输监管机构面前的关键问题。本文通过研究交通运输行业质量监督管理的相关内容,首先学习国内外交通运输行业质量监督管理经验,并通过对国内外相关研究的学习,为构建交通运输行业质量监督管理理论体系奠定扎实基础。进而从交通运输行业质量监督管理工作的定义、特征、必要性、依据、机制等不同方面构建其理论体系。结合新疆维吾尔自治区交通运输发展历程及现状,并对自治区内当前交通运输行业的质量监督管理工作进行分析,找出目前自治区内交通运输行业质量监督管理工作存在的三方面问题,即在管理体系、管理制度、管理方式上存在的各种问题。基于以上分析研究,结合国内外发展经验和理论体系,针对新疆维吾尔自治区的交通运输行业质量监督管理工作未来发展方向及对策提出建议,具有一定的实践意义。
[Abstract]:Transportation industry, as a basic industry that affects the development of national economy and social progress, is a leading industry, whose development is very important to a country or a certain region. Its quality supervision and management is of great significance. In developed countries, the quality supervision and management of transportation industry is an important part of the national traffic management system. The Xinjiang Uygur Autonomous region, as an important provincial administrative region in the northwestern border of China, has an area of 1.66 million square kilometers and borders with many countries. It is an important passage of the Silk Road. The rapid development of transportation industry in the autonomous region has greatly promoted the development of regional economy. The Bureau of quality Supervision of Traffic and Transport Engineering is the main department of quality supervision and management of the transportation industry in the autonomous region. During the 12th Five-Year Plan period, the supervision and management of traffic and transport quality within the autonomous region has been carried out in an orderly manner. However, in the next ten years, the transportation industry of Xinjiang Uygur Autonomous region is facing great development. How to do a good job of quality supervision and management in the new period to meet the needs of regional economic development, It is a key problem in front of the traffic and transportation supervision organizations at all levels in the autonomous region. By studying the relevant contents of the quality supervision and management of the transportation industry, this paper first studies the experience of the quality supervision and management of the transportation industry at home and abroad. Through the study of related research at home and abroad, it lays a solid foundation for the construction of the theoretical system of quality supervision and management in transportation industry. Then, the definition, characteristics, necessity and basis of quality supervision and management in transportation industry are discussed. According to the development course and present situation of transportation in Xinjiang Uygur Autonomous region, the paper analyzes the quality supervision and management work of transportation industry in Xinjiang Uygur Autonomous region. To find out the three problems existing in the quality supervision and management of the transportation industry in the autonomous region at present, that is, various problems in the management system, the management system, and the management mode. Combined with the development experience and theoretical system at home and abroad, this paper puts forward some suggestions on the future development direction and countermeasures of the quality supervision and management of transportation industry in Xinjiang Uygur Autonomous region, which has certain practical significance.
