【摘要】:随着经济发展和人民生活水平的提高,出租车以便利、快捷、舒适、安全和服务面广等特点,成为越来越多出行者的选择。但是随着出租车行业的发展,许多城市出现出租车经营秩序混乱、劳动用工不规范、产权结构不明晰、利益分配不合理等问题。尤其是大城市出租车发展所面临的问题,要比中小城市更为复杂,仅从经济效率角度出发对大城市出租车行业而言并不能产生良好的效果。大城市出租车行业发展既要考虑的相关主体的利益问题,又要兼顾城市经济的整体发展、社会资源的合理配置和生存环境改善等问题。本文认为,大城市出租车特许经营权管理的终极目标应该确定为适应城市的良性运转。所谓良性运转,即出租车交通发展既要与城市经济发展相适应,又要与特定人群的出行需求相适应。 本文以运输经济学和管制经济学相关理论为基础,以大城市公共交通发展现状和趋势为背景,借鉴已有研究成果,运用综合比较、定量分析与定性分析相结合的研究方法,通过系统分析,,对大城市出租车行业特许经营权管理进行了深入系统的分析和研究。首先,对大城市出租车特许经营权管理进行概述,结合大城市出租车行业的现状和出现的问题,认为造成大城市出租车行业问题的根源是出租车行业最重要的资源——出租车特许经营权,总结并梳理国外出租车行业特许经营权管理经验。然后对大城市出租车与城市其他交通方式进行技术经济指标、资源消耗、环境污染等方面的比较,以此为基础对大城市出租车进行新的功能定位。并以大城市出租车行业特许经营权授予主体、特许经营权授予方式和授予时间为最佳选择为切入点,深入分析特许经营权管制措施。本文认为,大城市出租车应该定位为城市公共交通的补充,满足特殊人群的出行需求和普通群众的应急需求,基于此定位,特许经营权授予主体应为经营权与车辆产权相统一的公司制主体,才能建立起权责利相结合的现代公司制度。特许经营权授予方式应该采取服务质量招标方式,防止因拍卖而导致特许经营权价格虚高。特许经营权不适宜采取无限期经营,应该保持与车辆更新周期相一致,并且采取严格的政府管制措施。最后以深圳市出租车行业为例,结合深圳市出租车行业的现状,得出适合深圳市出租车行业的特许经营权管理制度。
[Abstract]:With the development of economy and the improvement of people's living standard, taxi has become the choice of more and more travelers with the characteristics of convenience, rapidity, comfort, safety and wide service.However, with the development of taxi industry, many cities have some problems, such as chaos of taxi management order, irregular labor and employment, unclear property right structure, unreasonable distribution of benefits, and so on.Especially, the problems faced by taxi development in big cities are more complex than those in small and medium-sized cities, so it is not effective for taxi industry in big cities only from the angle of economic efficiency.The development of taxi industry in big cities should not only consider the interests of relevant subjects, but also take into account the overall development of urban economy, the rational allocation of social resources and the improvement of the living environment.In this paper, the ultimate goal of taxi franchise management in big cities should be determined to adapt to the benign operation of the city.The so-called benign operation, that is, the development of taxi traffic should not only adapt to the development of urban economy, but also to the travel needs of specific people.Based on the relevant theories of transport economics and regulation economics, this paper takes the present situation and trend of public transport development in big cities as the background, draws lessons from the existing research results, and applies the research methods of comprehensive comparison, quantitative analysis and qualitative analysis.Through systematic analysis, the franchise management of taxi industry in big cities is analyzed and studied systematically.First of all, the management of taxi franchise in big cities is summarized, combined with the current situation and problems of taxi industry in big cities.The author thinks that the root cause of taxi industry problems in big cities is the most important resource of taxi industry-taxi franchise, and summarizes and combs the experience of foreign taxi industry franchise management.Then it compares the technical and economic indexes, resource consumption, environmental pollution and so on between taxis in big cities and other traffic modes in cities, on the basis of which the new function orientation of taxis in big cities is put forward.With the main body of franchise of taxi industry in big city, the mode and time of franchise granting as the best choice, the control measures of franchise are analyzed in depth.This paper holds that taxis in big cities should be positioned as a supplement to urban public transport to meet the travel needs of special people and the emergency needs of ordinary people.The main body of franchise grant should be the main body of the corporation system of the unity of the management right and the vehicle property right, so as to establish the modern company system which combines the power, responsibility and interest.The way of franchise award should adopt the way of service quality bidding to prevent the price of franchise from inflating because of auction.Franchise is not suitable for indefinite operation, it should be kept in line with the renewal cycle of vehicles, and strict government control measures should be taken.Finally, taking the taxi industry of Shenzhen as an example and combining the present situation of the taxi industry in Shenzhen, the franchise management system suitable for the taxi industry in Shenzhen is obtained.
