道路货运市场准入管制效果评价研究

【摘要】:道路货运业是我国实行市场化改革较早的产业之一,随着道路货运的快速发展,道路货运市场暴露的问题也逐渐增多,面对本身的行业特性和道路货运市场失灵,资源的低效率配置,政府对道路货运市场进行经济管制尤其是准入管制是治理市场失灵的常用手段之一。为了适应道路货运市场的发展变化,准入管制政策也要不断做出适时的调整,对道路货运市场准入管制政策的实施效果进行评价可以为准入管制政策的调整改革指明方向并提供理论支撑。 本文以准入管制理论与产业组织理论为基础,综合运用理论与实证分析、定量与定性分析、中外对比分析等研究方法,从市场结构、市场行为和市场绩效三个角度对道路货运市场准入管制的效果进行了深入的分析评价。首先从道路货运的技术经济特征出发,分析道路货运本身的行业特征,为准入管制政策的实施提供了前提条件。根据我国道路货运市场准入管制的历程及内容,结合准入管制理论,总结出道路货运市场准入管制的目标;进而引入道路货运市场准入管制效果的内容,以产业组织理论为理论与方法支撑,从市场结构、市场行为与市场绩效三个角度构建评价指标体系并对道路货运市场准入管制效果进行评价,发现并提出目前道路货运市场准入管制存在的不足。最后,分析总结美国、日本、德国的道路货运市场准入管制经验,根据我国道路货运市场的发展现状与准入管制政策的不足,,为我国道路货运市场准入管制提出改革途径。
[Abstract]:The road freight industry is one of the earlier industries of market-oriented reform in our country. With the rapid development of road freight, the problems exposed in the road freight market are gradually increasing, facing its own industry characteristics and the failure of the road freight market.The inefficient allocation of resources and the economic regulation of the road freight market by the government, especially the access control, is one of the commonly used means to control the market failure.In order to adapt to the development and changes of the road freight market, the access control policy should be constantly adjusted in a timely manner.The evaluation of the implementation effect of the market access control policy for road freight can point out the direction and provide theoretical support for the adjustment and reform of the market access control policy.Based on admission control theory and industrial organization theory, this paper makes comprehensive use of theoretical and empirical analysis, quantitative and qualitative analysis, comparative analysis between China and foreign countries, from the perspective of market structure.The effects of market behavior and market performance on market access regulation of road freight are analyzed and evaluated.Firstly, based on the technical and economic characteristics of road freight, this paper analyzes the industry characteristics of road freight, which provides a prerequisite for the implementation of access control policy.According to the course and content of China's road freight market access control, combined with the admission control theory, this paper summarizes the objectives of road freight market access control, and then introduces the content of the effect of road freight market access control.Based on the theory and method of industrial organization theory, this paper constructs an evaluation index system from three angles of market structure, market behavior and market performance, and evaluates the effect of market access control of road freight transport.Found and proposed the current road freight market access control deficiencies.Finally, this paper analyzes and summarizes the market access control experience of road freight in USA, Japan and Germany. According to the current situation of the development of our country's road freight market and the insufficiency of the access control policy, it puts forward the reform ways for our country's road freight market access control.
