基于钻石模型的我国低成本航空发展政策研究

【摘要】：中国民航总局在2014年2月,发布《促进低成本航空发展的指导意见》,意见指出要为低成本航空的发展营造宽松的环境。目前,我国的低成本航空公司有春秋航空、中联航空、西部航空、九元航空等。尽管我国有以上这些定位于低成本的航空公司,但是,我国低成本航空的市场份额仅有7%,远远低于国际平均水平。要实现我国民航大众化的目标,需要加快推进低成本航空的发展。本文借助波特钻石模型提供的分析框架,对我国低成本航空的竞争力影响因素进行了深入分析,在此基础上提出了相应的政策建议。本文共分为六部分,第一部分主要研究促进我国低成本航空发展政策的背景及意义、国内外有关低成本航空研究的现状以及本论文所采用的研究方法;第二部分是理论研究,对国内外关于钻石模型的相关理论和低成本航空相关理论进行了研究,详细介绍了波特的钻石模型;本文第三部分主要分析国外代表性国家低成本航空的发展现状,在此基础上提出了一些对我国低成本航空发展有益的经验;第四部分主要分析我国在低成本航空发展方面的政策和目前低成本航空在我国的发展现状,基于分析指出我国低成本航空发展中存在的问题;第五部分主要基于波特的钻石模型,分生产要素、需求条件、相关产业与支持产业、企业战略结构和政府行为等五个方面,具体分析我国低成本航空的竞争力影响因素;最后一部分阐述我国低成本航空发展的限制因素和竞争劣势,提出促进其发展的政策建议。
[Abstract]:In February 2014, CAAC issued guidelines to promote the development of low-cost aviation, which pointed out that it is necessary to create a relaxed environment for the development of low-cost aviation.At present, our country's low-cost airlines are Chunqiu Airlines, United Airlines, Western Airlines, Nine Yuan Airlines.Although China has these low-cost airlines, the market share of low-cost airlines in China is only 7%, which is far lower than the international average.In order to realize the goal of popularization of civil aviation in our country, it is necessary to speed up the development of low-cost aviation.With the help of the analysis framework provided by Porter diamond model, this paper makes a thorough analysis of the factors affecting the competitiveness of low-cost aviation in China, and puts forward corresponding policy recommendations on this basis.This paper is divided into six parts. The first part mainly studies the background and significance of the policy of promoting the development of low-cost aviation in China, the current situation of the research on low-cost aviation at home and abroad and the research methods adopted in this paper; the second part is the theoretical research.The related theories of diamond model and low-cost aviation are studied, and Porter's diamond model is introduced in detail. The third part of this paper mainly analyzes the development status of low-cost aviation in representative countries of foreign countries.On this basis, some beneficial experiences for the development of low-cost aviation in China are put forward. The fourth part mainly analyzes the policies in the development of low-cost aviation in China and the current development situation of low-cost aviation in China.The fifth part is based on Porter's diamond model, including production factors, demand conditions, related industries and support industries, strategic structure of enterprises and government behavior.In the last part, the author expounds the limitation factors and competitive disadvantages of the development of low-cost aviation in China, and puts forward some policy suggestions to promote the development of low-cost aviation in China.
