现代铁路物流中心规划研究

【摘要】:依据国务院2009年出台的《物流业调整和振兴规划》的布局方案,《铁路“十二五”物流发展规划》提出在未来五年内构建全国性、区域性和地区性三个层次的铁路物流节点网络,其中全国物流节点城市42个,区域性物流节点城市98个。同时,在铁路物流节点城市选址建设80个一级铁路综合物流中心,在全国范围内深入开展铁路物流化发展工作。鉴于我国市场经济和铁路运输方式的发展现状,规划建设现代铁路物流中心具有复杂性和不确定性,不仅需要深入了解现代物流系统理论与物流中心的规划设计方法,更需要结合我国实际国情,充分借鉴国外发展经验,建设适合我国长远发展的、具有现实意义的现代铁路物流中心。 本文按照《铁路“十二五”物流发展规划》,大力拓展铁路运输市场、延伸铁路运输服务产业链条、加快发展铁路物流化的经营思路,通过查阅大量的相关理论知识和文献资料,应用管理学、组合优化理论、电子商务技术、运输组织理论、模糊数学以及多元非线性回归法、灰色预测模型、DEA模型、双层规划模型、平衡计分卡、层次分析法等理论与方法,研究现代铁路物流中心的规划问题。主要研究工作如下:(1)采用DEA综合评价模型和双层规划模型相结合的方法分析全国铁路物流节点城市建设综合铁路物流中心的选址问题,能够面向大范围的选点提供精确有效的分布方案,综合考虑研究区域内的既有物流中心,实现了铁路物流中心成本最低和客户费用最低的双重目标,体现了现代物流发展中客户的重要性,更具有现实意义。此外,算例表明,采用结合了GA、TA、SA的混合优化算法对双层规划模型进行求解,可以解决双层规划问题是NP难的问题。(2)综合考虑研究区域的服务市场范围、货运需求量、多种运输方式间的合作与竞争、物流中心规模经济和土地适用范围等因素,通过建模求解研究区域内现代铁路物流中心的总建设规模,确定地区现代铁路物流中心的空间服务范围。(3)在分析铁路货运站现有作业组织现状和存在的问题的基础上,对现代铁路物流中心进行功能区设置;通过对研究区域进行货源调查、物流量预测,确定各功能区规模,利用功能区分摊的方式最终获得单个现代铁路物流中心的规模。 (4)采用改进的BSC模型建立供应链绩效评价指标体系,LTFN-AHP模型建立供应链绩效评价模型,对供应链整体绩效做出评价。LTFN-AHP法可克服一般AHP方法忽视群组评价和个人评价模型的现实因素。算例表明该方法可以直观、有效地得出不同供应链的整体绩效水平,以此说明现代铁路物流中心在铁路货运市场供应链的地位和作用。
[Abstract]:According to the layout plan of "Logistics Industry Adjustment and Revitalization Plan" issued by the State Council in 2009, the "12th Five-Year Plan for Logistics Development of Railway" proposes to build a national, regional and regional railway logistics node network in the next five years. Among them, national logistics node cities 42, regional logistics node cities 98. At the same time, 80 integrated railway logistics centers are built in railway logistics node cities, and the development of railway logistics is carried out in the whole country. In view of the development of market economy and railway transportation mode in China, the planning and construction of modern railway logistics center is complicated and uncertain. It is not only necessary to deeply understand the theory of modern logistics system and the planning and design method of logistics center. It is more necessary to combine the actual situation of our country, draw lessons from the foreign development experience fully, and construct the modern railway logistics center which is suitable for the long-term development of our country and has realistic significance. According to the "12th Five-Year Plan" of Railway Logistics Development, this paper vigorously expands the railway transportation market, extends the chain of railway transportation service industry, speeds up the development of railway logistics, and through consulting a large number of relevant theoretical knowledge and literature, Applying management, combinatorial optimization theory, electronic commerce technology, transportation organization theory, fuzzy mathematics and multivariate nonlinear regression, grey prediction model and DEA model, bilevel programming model, balanced scorecard, analytic hierarchy process, etc. This paper studies the planning of modern railway logistics center. The main research work is as follows: (1) using the method of DEA comprehensive evaluation model and bilevel programming model to analyze the location problem of the construction of integrated railway logistics center in national railway logistics node cities. It can provide an accurate and effective distribution scheme for a wide range of selected points, and comprehensively consider the existing logistics centers in the study area, thus realizing the dual goals of the lowest cost of railway logistics center and the lowest customer cost. Reflect the importance of customers in the development of modern logistics, more practical significance. In addition, the example shows that the two-level programming model can be solved by using the hybrid optimization algorithm combined with GATASA, which can solve the NP-hard problem of bilevel programming problem. (2) considering the service market scope and freight demand of the study area synthetically. The cooperation and competition among various modes of transportation, the scale economy of logistics center and the scope of land application, and so on, are solved by modeling and solving the total construction scale of modern railway logistics center in the region. On the basis of analyzing the present situation and existing problems of the operation organization of the railway freight station, the function zone of the modern railway logistics center is set up. Through the investigation of the source of goods and the forecast of the material flow, the scale of each function area is determined, and the scale of the single modern railway logistics center is obtained by the way of the allocation of the function area. 4) using the improved BSC model to establish the supply chain performance evaluation index system and the LTFN-AHP model to establish the supply chain performance evaluation model. To evaluate the overall performance of supply chain. LTFN-AHP can overcome the practical factors that the general AHP method neglects the group evaluation and individual evaluation model. An example shows that this method can directly and effectively obtain the overall performance level of different supply chains, and thus illustrate the position and role of modern railway logistics center in the supply chain of railway freight market.
