两型社会背景下湘江航运发展探析

【摘要】：近年来湖南省大力推进“两型社会”建设，实行创新发展、绿色发展、可持续发展，在国内率先谋划出两型社会建设“行动路线图”，开展资源节约、环境友好的“两型社会”建设试点，并探索建设“两型社会”的体制机制、发展模式，积累经验，辐射全省。目前，全省已经形成走“两型”发展之路的共识，“两型”理念正向社会的各个方面渗透。交通作为国计民生最重要的组成部分之一，在两型改革的道路上率先前行具有重要的战略意义。而航运因其本身具有绿色环保的特点，必将成为两型交通建设中的新亮点和突破点。因此在这样的背景下，如何抓住机遇，大力发展湘江航运事业，是目前迫切需要研究并解决的课题。从湘江航运现状来看，其发展缓慢存在着多方面的原因：政府重视程度不够,管理体制以及法规不健全,社会认知度低,现代化安全保障系统匮乏,行业发展环境欠佳,人员整体素质不高基础设施落后，船舶技术状况差等都使得湘江航运无法达到“两型社会”的要求。在这种情况下，必须加快湘江航运发展,加大"两型"运输方式的所占比例,充分发挥现代综合运输体系的保障功能,这对于转变经济发展方式,推进"两型社会"建设,促进湖南省经济社会又好又快发展具有重要意义。基于此，本文首先从低碳性入手阐述了湘江航运发展与湖南“两型社会”建设之间存在的紧密内在联系。通过透析湘江航运的发展现状，对湘江航运发展与“两型社会”建设要求存在差距的原因进行了总结。同时，介绍了美国密西西比河、欧洲莱茵河、我国安徽省内河航运的优秀发展经验，并在比较分析的基础上，归纳出这些优秀经验对湘江航运发展的启示。最后，综合考虑各种因素，从加大政策扶持力度，完善相关法律法规，加大资金筹措投资力度，重视发展中的环保问题，，坚持可持续发展，将人文精神融入行业发展几个方面提出了“两型社会”建设下发展湘江航运的对策建议，为将湘江打造成“黄金水道”提供可行性建议。全文旨在以“两型社会”建设作为背景来研究湘江航运发展，并不专注于行业技术指标的统计，而是深入的研究了信息、人文、生态等综合指标，希望能对湘江航运发展的理论具有一定补充完善的作用。
[Abstract]:In recent years, Hunan province has vigorously promoted the construction of "two types of society", carried out innovative development, green development and sustainable development. In China, it took the lead in drawing out the "action road map" of the two type of social construction, carrying out the pilot project of "two type society" with saving resources and friendly environment, and exploring the system mechanism, the development model and the development model of the "two type society". At present, the province has formed a consensus on the road of "two type" development, and the concept of "two" is permeating all aspects of society.
As one of the most important components of the national economy and the people's livelihood, it has important strategic significance to take the lead in the road of the two type of reform. And because of its green environmental characteristics, shipping will become the new highlight and breakthrough in the construction of the two type of traffic construction. Therefore, under such backview, how to seize the opportunity and develop the Xiangjiang Airlines The cause of transportation is an urgent issue to be studied and solved.
From the current situation of Xiangjiang shipping, there are many reasons for its slow development: the government has not paid enough attention, the management system and regulations are not perfect, the social awareness is low, the modern safety and security system is deficient, the development environment of the industry is not good, the overall quality of the personnel is not high, the ship technology is poor and so on, which makes the shipping of Xiangjiang shipping. In this case, it is necessary to speed up the development of Xiangjiang shipping, increase the proportion of the "two type" transportation mode and give full play to the guarantee function of the modern comprehensive transportation system, which is important to change the way of economic development, promote the construction of the "two type society" and promote the good and rapid development of the economic and social society of Hunan province. Based on this, this article first expounds the close internal connection between the development of Xiangjiang shipping and the construction of "two type society" in Hunan from low carbon, and summarizes the reasons for the gap between the development of Xiangjiang shipping and the construction of "two type society" by dialysis of Xiangjiang shipping. Meanwhile, the United States is introduced. The Mississippi River, the European the Rhine, the excellent development experience of the inland river shipping in Anhui province of our country, and on the basis of comparative analysis, summed up the Enlightenment of these excellent experiences on the development of the shipping of Xiangjiang. Finally, the comprehensive consideration of various factors, from increasing policy support, improving the relevant laws and regulations, increasing the fund raising investment, and attaching importance to the development. In the aspects of environmental protection, persisting in sustainable development and integrating the humanistic spirit into the development of the industry, the paper puts forward the countermeasures and suggestions for the development of Xiangjiang shipping under the construction of "two type society", and provides a feasible suggestion for Xiangjiang to build a "golden channel". The full text aims to study the development of Xiangjiang shipping with the construction of "two type society" as the background. Instead of focusing on the statistics of the technical indicators of the industry, we have deeply studied the comprehensive indicators of information, humanities and ecology, hoping to have a certain complement to the theory of the development of Xiangjiang shipping.
