舟山港港口集疏运系统发展研究

【摘要】：当今世界,各国在港口方面的竞争十分激烈,思考如何发挥港口优势、调整港口发展战略是各国面临的重要问题。其中,港口集疏运系统作为港口赖以生存和发展的重要基础和有力保障,对各国经济发展有着十分重要的引导作用。舟山港是长三角地区综合运输网络的关键节点,近年来发生了一系列改头换面的新变化:舟山跨海大桥通车、国务院批准设立舟山江海联运服务中心等。本文首先介绍国内外研究现状,并对港口集疏运系统进行概念界定。然后文章研究青岛港、鹿特丹港等国内外典型港口的集疏运系统发展模式,借鉴其优秀的发展经验,诸如建设全自动码头以及港口数据通信系统等。文章重点介绍舟山港集疏运系统的发展现状,并进一步通过组合预测法预测舟山港未来货物吞吐量的增长情况,基于预测结果阐述了优化舟山港集疏运系统的重要性与必要性。接下来运用SWOT战略分析法对舟山港集疏运系统发展战略进行分析,认为舟山港集疏运系统尚不完善,过分依赖公路运输,需适当“弃陆走水”,但总的来说发展机遇大于挑战。作者从资源配置、体制创新等方面提出一系列政策措施,例如建设自动化港口等。这些政策措施进一步完善舟山港集疏运系统,为其贸易发展打下坚实基础。
[Abstract]:In today's world, the competition in ports is very fierce. It is an important problem for all countries to think about how to give full play to the advantages of ports and adjust the development strategy of ports. As an important foundation and powerful guarantee of port survival and development, port transportation system plays a very important role in guiding the economic development of various countries. Zhoushan Port is the key node of the integrated transportation network in the Yangtze River Delta. In recent years, a series of new changes have taken place: the Zhoushan Bridge has been opened to traffic, and the State Council has approved the establishment of the Zhoushan Jiang-Sea Intermodal Transport Service Center. This paper first introduces the domestic and foreign research situation, and defines the concept of port transportation system. Then the paper studies the development mode of the collection and transportation system of typical ports such as Qingdao Port and Rotterdam Port and draws lessons from its excellent development experience such as the construction of fully automatic terminal and port data communication system and so on. This paper mainly introduces the development status of Zhoushan port transportation system, and forecasts the future cargo throughput of Zhoushan port by combination forecasting method. Based on the forecast results, the importance and necessity of optimizing Zhoushan port collection and distribution system are expounded. Then using SWOT strategic analysis method to analyze the development strategy of Zhoushan port collecting and distributing system, it is considered that Zhoushan port transportation system is not perfect, it depends on road transportation too much, it needs to "abandon land and walk water" properly, but the development opportunity is bigger than the challenge. The author puts forward a series of policy measures from the aspects of resource allocation and system innovation, such as the construction of automated ports. These policies and measures further improve Zhoushan port transportation system and lay a solid foundation for its trade development.
