【摘要】:农村公路是指主要为农民群众的出行提供便利的交通基础设施,是关系到广大农村地区经济社会发展的重要基础设施,也是促进农业发展、维持农村社会稳定、加快社会主义新农村建设的根本保障。随着我国农村公路需求的不断增长和建设规模不断扩大,资金严重短缺成为制约其进一步发展的瓶颈。因此,对农村公路建设融资渠道问题进行深入分析和研究,为切实解决农村公路建设资金缺口问题提供可行的解决方案,对推动农村公路顺利发展,促进新时期深化改革开放、加快转变发展方式等具有重要的理论和现实意义。 本论文围绕农村公路建设的融资问题,以公共品理论、外部性理论、融资理论等相关学科理论为指导,对我国农村公路基础设施建设融资历程进行了总结,对我国农村公路建设融资的现状进行了剖析;对具有代表性的修水县农村公路发展情况进行了阐述,根据有关的统计数据和调研数据,定量测算了其农村公路建设资金缺口;对不同国家、不同地区的成功融资经验进行了梳理并从中得出启示;根据国内外经验和我国的经济社会发展现状,提出了优化现有融资渠道和创新融资机制的思路和建议,以期建立健全“政府主导、社会参与、市场运作”的融资机制,并为加快农村公路建设发展提供理论基础。 研究的主要内容包括: 第一,对农村公路的概念和属性的界定。 第二,对我国农村公路的建设融资历程和现状的研究。 第三,对修水县农村公路建设融资渠道现状和建设资金缺口的研究。 第四,对国内外农村公路建设融资渠道经验的比较研究。 第五,对如何优化和拓展现有农村公路建设融资渠道的研究,并提出相关建议。 本论文的主要结论是: 第一,农村公路建设中政府应发挥主导作用。农村公路属于造福广大农民群众的公共基础设施,具有很强的外部性,农村公路的制度安排只能由政府主导。 第二,农村公路建设融资存在不足。我国农村公路建设现有融资模式存在三个方面的主要问题:一是中央财政投入不足,未能有效发挥主导作用;二是地方财政乏力,尤其是广大贫困地区财政收入不足,无力支撑农村公路建设,造成“有政无财”的现象;三是其他融资渠道狭窄,制约了农村公路的发展。 第三,修水县农村公路建设融资渠道亟待优化。修水县农村公路建设以中央投资和其他资金投入为主,省级补助和市级配套资金数量很少,建设需求远远得不到满足。经济的落后和融资渠道的不畅造成了农村公路建设资金的严重匮乏;农村公路供给的不足,又制约了经济社会的发展。长此以往将导致与经济发达地区之间的差距越来越大。因此,应当积极探求融资渠道拓展之路。 第四,我国农村公路建设融资渠道存在可拓展性。要实现符合新时期要求的农村公路建设,拓宽其融资渠道,一方面要对依据现有融资渠道存在的缺点和不足,对其进行优化,包括加强立法保障财政投入、完善农村金融体系支持公路建设、建立服务型政府促进融资渠道畅通。另一方面要采取多种市场化融资方式作为财政主导型融资机制的有益补充,并对一些主要的可行方式进行介绍,分析其特点、适应性、可操作性以及资金利用要求、使用成本等,统筹兼顾农村公路建设和生态环境、人文环境,以期实现资源、环境和经济社会的协调可持续发展。
[Abstract]:Rural highway refers to providing convenient transportation infrastructure for the farmers, which is an important infrastructure related to the economic and social development of the vast rural areas. It is also a fundamental guarantee for promoting the development of agriculture, maintaining the stability of the rural society and accelerating the construction of a new socialist countryside. With the increasing demand for rural roads in China and the increasing demand for rural roads, The scale of construction is expanding and the serious shortage of funds has become a bottleneck restricting its further development. Therefore, this paper makes an in-depth analysis and Research on the financing channels of rural highway construction, and provides a feasible solution to solve the problem of financing gap in rural highway construction. It will promote the smooth development of rural highways and promote the deepening of the reform in the new period. Opening up and accelerating the transformation of development mode are of great theoretical and practical significance.
This paper, focusing on the financing problems of rural highway construction, is guided by the theory of public goods, externality theory and financing theory, and summarizes the financing process of rural highway infrastructure construction in China, analyzes the current situation of financing in rural highway construction in China, and gives a representative rural highway in Xiushui county. According to the relevant statistical data and survey data, the capital gap of rural highway construction is measured and calculated. The successful financing experience of different countries and different regions is combed and enlighted. According to the domestic and foreign experience and the development status of our country's economic society, the existing financing channels are optimized. In order to establish and improve the financing mechanism of "government led, social participation and market operation", and provide a theoretical basis for speeding up the development of rural road construction.
The main contents of the study include:
First, the definition of the concept and attribute of rural highway.
Second, research on the financing process and current situation of rural road construction in China.
Third, the research on the status quo and financing gap of financing channels for rural road construction in Xiushui county.
Fourth, a comparative study on financing experience of rural road construction at home and abroad.
Fifth, how to optimize and expand the existing financing channels for rural road construction, and put forward relevant suggestions.
The main conclusions of this paper are as follows:
First, the government should play a leading role in the construction of rural highways. Rural highways belong to the public infrastructure for the benefit of the masses of farmers, and have strong externalities. The institutional arrangements for rural highways can only be dominated by the government.
Second, there are shortcomings in the financing of rural highway construction. There are three main problems in the existing financing mode of rural highway construction in China: first, the lack of central financial input and failure to play the leading role effectively; two is the lack of local finance, especially in the poor areas, which can not support the construction of rural highway, resulting in "the construction of rural highway". Three, other financing channels are narrow, which restricts the development of rural roads.
Third, the financing channels of rural highway construction in Xiushui county need to be optimized. The construction of rural highway in Xiushui county is mainly focused on central investment and other capital investment, and the number of provincial subsidies and municipal supporting funds is very few. The demand for construction is far from satisfied. The shortage of rural road supply restricts the economic and social development. This will lead to a growing gap with the economically developed areas. Therefore, we should actively explore the way to expand the financing channels.
Fourth, the financing channels of rural highway construction in China can be expanded. In order to realize the construction of rural roads which meet the requirements of the new period and broaden their financing channels, on the one hand, we should optimize the existing financing channels according to the shortcomings and deficiencies existing in the existing financing channels, including strengthening the legislative guarantee financial input and improving the rural financial system to support the highway construction. On the other hand, a variety of market oriented financing methods should be adopted as a beneficial supplement to the financial leading financing mechanism, and some main feasible ways are introduced to analyze the characteristics, adaptability, operability, capital utilization, and cost of use, so as to give consideration to the construction of rural highway And ecological environment, human environment, in order to achieve coordinated development of resources, environment and economic society.
