我国高速公路养护管理体制研究

【摘要】：随着我国高速公路的快速发展,高速公路的养护管理工作变得日益重要,它关系到高速公路的总体服务水平。本文首先对高速公路养护管理体制的构成、特点及基础理论进行分析,然后详细阐述了我国高速公路养护管理体制的发展历程以及我国目前的养护管理现状,在此基础上,文章总结出我国目前养护管理中存在的问题,如管理体制不顺,管理机构权、责不明,养护人员素质不高等,难以满足高速公路快速可持续发展的需要。为了能够解决这些问题,借鉴国外先进的管理方法及经验,对国外管理体制进行研究,提出养护管理体制改革的具体措施,我们应该组建专业的高速公路养护公司、引进招投标制度、实施合同化管理等方法;除此之外,还应实施加强监管,完善社会保障体系等配套措施,以推进市场化改革,建立适应我国高速公路健康发展要求及市场经济发展规律的养护管理机制。
[Abstract]:With the rapid development of expressway in China, the maintenance and management of expressway becomes more and more important, which is related to the overall service level of expressway. In this paper, the composition, characteristics and basic theory of expressway maintenance and management system are analyzed, and then the development course of expressway maintenance management system and the current situation of maintenance management in our country are described in detail. This paper summarizes the problems existing in the maintenance and management of our country at present, such as the disorderly management system, the right of the management organization, the unclear responsibility, the low quality of the maintainers, and so on, which is difficult to meet the needs of the rapid and sustainable development of the expressway. In order to solve these problems, learn from the advanced management methods and experiences of foreign countries, study the foreign management system and put forward the concrete measures for the reform of the maintenance and management system, we should set up a professional highway maintenance company. In addition to introducing the bidding system and implementing contractual management, we should also implement complementary measures such as strengthening supervision and perfecting the social security system in order to promote market-oriented reform. To establish the maintenance management mechanism to meet the requirements of the healthy development of expressway and the law of market economy development in China.
