某路桥隧道公司“学习型组织”构建研究

【摘要】:当今市场化竞争的实践证明,企业的竞争靠市场,市场的竞争靠产品、产品的竞争靠技术、技术的竞争靠人才。归根结底,现代企业的竞争就是人才的竞争,人才的问题是企业的根本问题。而企业如何培养一支高素质的人才队伍,关键就在于是否拥有足够的学习能力和创新能力。本文通过选取一个交通建设行业典型施工单位企业内部学习体系的现状进行诊断,从而来研究该企业内部学习型组织构建的重要性、构建的主要思路、存在的障碍及对策等,从而来共同探讨现阶段高科技施工时代中,交通建设领域施工企业构建学习型组织对于企业持续健康稳定发展的现实性和普遍性指导意义。 本文运用人力资源管理中有关学习型组织构建的相关理论,结合某路桥隧道公司目前发展现状和发展规划,以及在公司员工中开展问卷调研和实际调研中反馈出的制约企业可持续发展的各类人才短缺、技术品牌上核心竞争力不足、员工整体素质不高、企业缺乏整体学习力和创新力等的问题,来探讨如何构建企业内部学习型组织。在本文里,,结合隧道公司的发展实际,笔者提出了其学习型组织构建的指导思想、主要目标、“一体为主、两翼并举”的构建模式,并就如何围绕模式的中心主体开展左右两翼构建做出了系统地分析。同时结合公司在创建学习型组织过程中可能遇到的一些障碍,初步探讨了如何消除障碍措施,并在此基础上提出了本次研究的结论:某路桥隧道公司构建学习型组织,应将学习型组织相关理论与企业实际充分结合,并围绕企业总体发展规划,找准创建切入点,领导重视,构建体制,全员尚学,深化组织改革、营造文化氛围、实施“五项修炼”,才能成功构建一个适应现代社会科学管理和市场竞争需要的学习型组织。
[Abstract]:The practice of market competition has proved that the competition of the enterprise depends on the market, the competition of the market depends on the product, the competition of the product depends on the technology and the competition of the technology depends on the talent. In the final analysis, the competition of the modern enterprise is the competition of the talents. The problem of talent is the fundamental problem of the enterprise. In order to study the importance of the construction of the internal learning organization, the main ideas, the obstacles and countermeasures, the present order will be discussed in this paper. In the age of hi-tech construction, the construction enterprises in the field of traffic construction have the practical and universal guiding significance for the construction of the learning organization for the sustainable and stable development of the enterprises.
Based on the related theories of the construction of learning organization in human resource management, this paper combines the current development status and development plan of a Luqiao Tunnel Company, and the shortage of all kinds of talents which restrict the sustainable development of the enterprise, and the core competitiveness of the technical brand is insufficient. The overall quality is not high, the enterprise lacks the overall learning ability and the innovation power and so on, to discuss how to construct the internal learning organization of the enterprise. In this paper, combining the development of the tunnel company, the author puts forward the guiding ideology of the construction of the learning organization, the main goal, the construction mode of "one in one, two wings side by side", and how This paper makes a systematic analysis of the construction of the left and right wings around the central subject of the model. At the same time, combining with some obstacles that the company may encounter in the process of creating a learning organization, this paper preliminarily discusses how to eliminate the obstacles. On the basis of this, the conclusion of this study is put forward: a Luqiao Tunnel Company should build a learning organization, which should be learned. In order to build a learning type that is suitable for modern social science management and market competition, the theory of practice type organization is fully combined with the practice of enterprises, and around the overall development plan of the enterprise, to create a breakthrough point, to attach importance to the leadership, to build the system, to study the whole staff, to deepen the organizational reform, to create a cultural atmosphere and to implement the "five exercises".
