【摘要】：近年来,江西省内河水运运输网络不断发展和完善,在交通运输业占据了重要地位,促进了交通运输服务水平的提高。同时,江西省的内河水运经济随着旅游业的加速发展也衍生出观光旅游等多种业态。从传统意义上来看,内河水运的发展具有可持续性的特征,存在较强的外部效应。在水运设施建设的过程中,仅依靠政府财政资金的投入会在一定程度上制约内河水运经济的发展,在地方政府融资平台面临转型,水运建设融资困难的大环境下,江西省内河水运的投融资建设也面临严峻形势,因此对内河水运投融资的建设,投融资模式的创新研究显得更加重要。本文综合运用文献研究法、系统分析、比较分析、定性分析和定量分析相结合等分析手段。首先整理了国内外水运建设的投融资情况,在文献整理的基础上总结了国内外水运建设投融资的成功经验和失败教训。其次分析了“十二五”期间江西省内河水运的建设和发展情况,结合国内宏观经济环境以及省内水路运输市场需求的预测,总结出江西省内河水运建设的预期目标,重点发展领域以及具体策略。再次,详细分析了江西省现有的内河水运建设投融资机制中存在的问题,以及政府建设水运设施的投融资体制的问题,针对这些问题提出了相应的解决方案。最后,采用Topsis等方法对江西省水运建设投融资模式及其资金流动情况进行了定性和定量分析,在此基础上对内河水运建设投融资模式的创新提出了一定见解,并总结了具体可行的实施路径。
[Abstract]:In recent years, the inland waterway transportation network of Jiangxi Province has been continuously developed and perfected, which occupies an important position in the transportation industry and promotes the improvement of the transportation service level. At the same time, with the rapid development of tourism industry, Jiangxi's inland waterway transportation economy also gives rise to tourism and other forms of business. In the traditional sense, the development of inland waterway has the characteristics of sustainability and has strong external effects. In the process of construction of waterway facilities, only relying on the investment of government financial funds will restrict the development of inland waterway economy to a certain extent. In the environment where local government financing platform is facing the transformation and the financing of waterway construction is difficult, The investment and financing construction of inland waterway transportation in Jiangxi Province is also faced with severe situation, so it is more important to study the innovation of investment and financing mode in the construction of inland waterway transportation. In this paper, the methods of literature research, systematic analysis, comparative analysis, qualitative analysis and quantitative analysis are used. Firstly, the investment and financing situation of waterway construction at home and abroad is sorted out, and the successful experience and failure lessons of domestic and foreign waterway construction investment and financing are summarized on the basis of literature review. Secondly, the paper analyzes the construction and development of inland waterway transportation in Jiangxi Province during the 12th Five-Year Plan period, and sums up the expected objectives of inland waterway transportation construction in Jiangxi Province, combining with the forecast of domestic macroeconomic environment and the market demand of waterway transportation in Jiangxi Province. Key development areas and specific strategies. Thirdly, the problems existing in the investment and financing mechanism of inland waterway construction in Jiangxi Province are analyzed in detail, as well as the problems in the investment and financing system of the government construction of waterway transport facilities, and the corresponding solutions to these problems are put forward. Finally, using the method of Topsis and so on, the paper qualitatively and quantitatively analyzes the investment and financing mode of water transportation construction in Jiangxi Province, and puts forward some opinions on the innovation of the investment and financing mode of inland water transportation construction on the basis of the qualitative and quantitative analysis. And summarized the concrete feasible implementation path.
