天津国际航运中心竞争力提升对策研究

【摘要】:国际航运中心是集发达的航运市场、丰沛的物流、密集的航线于一体,以国际贸易、金融、经济中心为依托的国际航运枢纽。航运中心作为国际贸易的汇集点,是经济聚集与发展的核心地带和辐射扩散中心,具有带动先进制造业、现代服务业的乘数效应,航运中心建设对于推动我国成为航运强国具有重要的战略意义。目前,环渤海地区几个港口城市均意识到了航运中心建设的重要性,纷纷提出国际航运中心建设规划。2006年,《国务院关于推进天津滨海新区开发开放有关问题的意见》(国发[2006]20号)明确提出,天津滨海新区作为全国综合配套改革试验区,要努力建设成为我国北方对外开放的门户、高水平的现代制造业和研发转化基地、北方国际航运中心和国际物流中心。2011年5月份,国务院正式批复了《天津北方国际航运中心核心功能区建设方案》,同意天津以天津东疆保税港区为核心载体,开展国际船舶登记制度、国际航运税收、航运金融业务和租赁业务四个方面的政策创新试点,标志着天津建设北方国际航运中心又迈出了坚实的一步。面对此起彼伏的航运中心建设热潮,航运中心核心竞争力的评价研究显得尤为重要。 本文希望通过对国内外航运中心的现实状况总结分析的基础上,从核心竞争力基本理论入手,利用波特五力分析模型,针对国际航运中心的特点,通过选取几个航运中心作为对比对象,分析天津港国际航运中心核心竞争力情况,并提出提高天津港国际航运中心核心竞争力的建设性意见和建议,为天津北方国际航运中心建设提速。
[Abstract]:The international shipping center is an international shipping hub with developed shipping market, abundant logistics, dense routes and international trade, finance and economic center. As the gathering point of international trade, the shipping center is the core of economic agglomeration and development and the center of radiation diffusion. It has the multiplier effect of driving advanced manufacturing industry and modern service industry. The construction of shipping center has important strategic significance for promoting our country to become a shipping country. At present, several port cities around the Bohai Sea have realized the importance of building a shipping center. In 2006, the State Council's opinions on promoting the Development and opening up of Tianjin Binhai New area (Guofa [2006] 20) made it clear that Tianjin Binhai New area as a national comprehensive supporting reform pilot area, Efforts will be made to become the gateway to the opening up of the north of China, a high level of modern manufacturing and research and development transformation base, an international shipping center and an international logistics center in the north. In May 2011, The State Council formally approved the "Program for the Construction of the Core functional Zone of Tianjin Northern International Shipping Center," and agreed that Tianjin should take the Tianjin Dongjiang bonded Port area as the core carrier to carry out the international ship registration system and the international shipping tax. The pilot policy innovation in four aspects of shipping finance business and leasing business indicates that Tianjin has taken a solid step forward in the construction of northern international shipping center. In the face of the upsurge of construction of shipping center, the evaluation of core competence of shipping center is particularly important. On the basis of summarizing and analyzing the reality of the shipping center at home and abroad, this paper starts with the basic theory of core competence, uses the Porter's five forces analysis model, and aims at the characteristics of the international shipping center. By selecting several shipping centers as comparative objects, this paper analyzes the core competitiveness of Tianjin Port's international shipping center, and puts forward constructive suggestions and suggestions to improve the core competitiveness of Tianjin port's international shipping center. To speed up the construction of Tianjin Northern International Shipping Center.
