高铁发展的空间溢出效应

【摘要】：铁路是关系到国民经济发展的重要经济命脉,高速铁路的出现既完善了铁路网的基础和条件,又为经济平稳增长提供了条件。国内外学者对铁路等交通基础设施和经济之间的关系有了一定的了解,但大多局限于其作为基础设施这一投资变量对经济的推动作用,忽略了其溢出效应。本文研究的主要目的是研究高铁发展的溢出效应对于我国区域经济均衡发展的影响。在对经济辐射理论、新经济地理、网络经济学、外部性理论等梳理基础上,作者剖析了高速铁路影响区域经济发展的作用机理,进而,选用2004～2013年的高铁沿线各省份数据,基于柯布一道格拉斯函数构建高铁沿线地区的区域经济增长函数,在此基础上引入Moran's I指数,构建SEM、SAR空间计量模型,分别考察了高铁网对全国溢出效应的影响,"四横"铁路网和"四纵"铁路网以及各条高铁干线发展对沿线省份产生的溢出效应的大小及变化。实证结果表明:东西向高铁干线的空间溢出效应大于南北向高铁;高速铁路对劳动力和资本存量要素的溢出效应十分明显,高铁与资本存量要素之间的关联更加明显,可以认为处于非交通枢纽位置的省份自身如果拥有一定规模的资本存量,运输成本的下降并不会让关键枢纽位置的省份加速其生产要素的掠夺;反之,在资本存量薄弱的基础下,非交通枢纽省份会面临生产要素被转移的不利局面。鉴于此,高铁网络在规划时应综合考虑到溢出效应的正负两方面影响,建立以溢出为基础的综合服务体系,以溢出的代价换取更大范围、更专业化和更紧密的协作关系,从协作中寻求共赢。
[Abstract]:Railway is an important economic lifeline related to the development of national economy. The emergence of high-speed railway not only improves the foundation and conditions of railway network, but also provides conditions for steady economic growth. Scholars at home and abroad have a certain understanding of the relationship between transport infrastructure such as railways and the economy, but most of them are limited to the impact of infrastructure as an investment variable on the economy, ignoring its spillover effect. The main purpose of this study is to study the spillover effect of high-speed rail development on the balanced development of regional economy in China. On the basis of combing economic radiation theory, new economic geography, network economics and externality theory, the author analyzes the mechanism of the influence of high-speed railway on regional economic development, and then selects the data of each province along high-speed railway from 2004 to 2013. Based on Cobb-Douglas function, the regional economic growth function is constructed, and then the Moran's I index is introduced to construct the SEMS-SAR spatial econometric model. The influence of high-speed rail network on the national spillover effect, the magnitude and change of spillover effect of "four horizontal" railway network and "fourth vertical" railway network and the development of each trunk line on the provinces along the line are investigated respectively. The empirical results show that the spatial spillover effect of east-west high-speed rail is greater than that of South-North high-speed rail, the spillover effect of high-speed railway on labor force and capital stock elements is very obvious, and the relationship between high-speed rail and capital stock elements is more obvious. It can be considered that if the provinces in the non-transportation hub have their own capital stock on a certain scale, the decline of transport costs will not accelerate the predation of production factors in the provinces in the key hubs; on the contrary, On the basis of weak capital stock, non-transportation hub provinces will face the disadvantage of factors of production being transferred. In view of this, the planning of high-speed rail networks should take into account both the positive and negative effects of spillover effects, and establish an integrated service system based on spillovers, which will result in a wider, more specialized and closer cooperative relationship at the cost of spillovers.
