佳木斯市城市公共交通发展对策研究

【摘要】：城市公共交通是市民出行的重要交通方式，在满足市民日常出行方面起着重要作用，城市公共交通的发展也成为城市百姓关注、关心的热点话题。佳木斯市作为黑龙江省东北部地区中心城市，近年来，随着城市的规模和整体水平不断的扩大和提高，城市公共交通有了长足的进步和发展，自2009年实施城市公交体制改革以来，城市公交面貌焕然一新，有效提升了城市地位和形象。但是，由于改革刚刚处于起步阶段，在实际的操作和行业管理中，公共交通与人民群众的期望值还存在一定的差距，城市公共交通发展成为政府职能部门集中研究探讨和解决的问题。本文通过对城市公共交通发展基本理论的阐述，了解、明确城市公共交通发展的相关概念和基本理论，充分认识到“公交优先”发展的重要的意义，并在这些理论的指导下，结合当地城市经济发展水平的实际，结合城市发展规划，推动本地的公共交通发展。通过对佳木斯市城市概况、地理位置、经济发展水平和城市性质、规模、功能布局、未来城市发展规划、公交发展现状的分析，，从城市地位和形象的提升、市民日益增长的出行需求、节能减排和环保因素等方面，可以看出城市发展对公共交通的发展需求不断提高。但由于一些主客观原因导致了佳木斯市在公共交通发展上存在着一些问题，通过对这些问题和产生问题原因的分析，借鉴国内外城市公交发展经验和做法，结合佳木斯市发展实际，从法律法规的健全、基础设施的建设、科技创新、运行机制的完善等方面，研究探讨解决这些问题的对策和相关保障措施，为领导者科学决策提供有效的参考依据，从而发挥政府职能部门的作用，更好地服务于城市管理，服务于广大市民的出行需求，切实提高政府职能部门在市民心中的形象和地位。
[Abstract]:Urban public transport is an important mode of transportation for citizens, which plays an important role in satisfying the daily travel of citizens. The development of urban public transport has become a hot topic that the city people pay attention to and care about. Jiamusi is a central city in the northeast of Heilongjiang Province. In recent years, with the continuous expansion and improvement of the scale and overall level of the city, urban public transport has made considerable progress and development. Since the implementation of the urban transit system reform in 2009, urban public transport has taken on a new look and effectively promoted the status and image of the city. However, as the reform is just in its infancy, there is still a certain gap between the public transport and the people's expectations in the actual operation and industry management. The development of urban public transport has become the focus of government departments to explore and solve the problems. In this paper, the basic theory of urban public transport development is expounded, the relevant concepts and basic theories of urban public transport development are clarified, and the important significance of the development of "public transport priority" is fully recognized, and under the guidance of these theories, Combined with the reality of local economic development and urban development planning, promote the development of local public transport. Through the analysis of Jiamusi city general situation, geographical position, economic development level and city nature, scale, function layout, future city development plan, public transportation development present situation, from the city status and the image promotion, With the increasing travel demand, energy saving and emission reduction and environmental protection factors, it can be seen that the development demand for public transport in urban development is increasing. However, due to some subjective and objective reasons, there are some problems in the development of public transport in Jiamusi. Through the analysis of these problems and the causes of the problems, we can learn from the experience and practice of the development of urban public transport at home and abroad. Combining with the development practice of Jiamusi City, from the aspects of the perfection of laws and regulations, the construction of infrastructure, the innovation of science and technology, and the perfection of operation mechanism, the countermeasures and relevant safeguard measures to solve these problems are studied and discussed. To provide an effective reference for leaders to make scientific decisions, so as to give full play to the role of government functional departments, better serve urban management, and serve the travel needs of the general public. Effectively improve the image and status of government departments in the hearts of the public.
