城市群城际公交行政管理研究

【摘要】:当前我国正处于城市化快速发展时期,区域经济一体化进程不断加快,已经形成了一些产业集聚特征明显、具有一定规模的城市群。随着城市群的不断发展和城市规模的逐渐扩大,城市群内部城际间人员往来交流日趋密切,产生了大量的城际短途客运需求,快速、方便、经济、舒适成为吸引旅客的重要因素。而传统“点对点”的道路客运模式不论是发班频次还是站点设置,都已经无法满足城际间居民的出行需求,站点设立过少或者沿途有些客流量多的地方不设站点都会影响沿线居民的出行。城际公交作为城际道路客运的重要组成部分,其车型容量大、线网布置密度高恰好弥补了传统道路客运模式的缺陷,可以更好、更方便地满足旅客出行要求;同时城际公交的出现还有利于关联城市之间的经济联系得到加强、增强道路客运行业面对轨道交通的竞争力。 本文通过分析城市群与道路客的相互影响,,探讨城际公交出现的必然性,并对城际公交的涵义、特点和国内各地区城际公交发展现状进行了阐述,总结了城际公交两种发展模式优缺点;并通过研究目前我国道路客运管理体制,提出了当前体制下城际公交管理中存在的问题;最后,本文提出了一系列城际公交行政管理对策,希望有助于道路运输管理机构管理城际公交,实现城际公交的可持续发展。
[Abstract]:At present, China is in the period of rapid development of urbanization, the process of regional economic integration has been accelerated, has formed some obvious characteristics of industrial agglomeration, with a certain scale of urban agglomeration. With the continuous development of urban agglomeration and the gradual expansion of urban scale, the inter-city personnel exchanges and exchanges are becoming closer and closer within the urban agglomeration, resulting in a large number of intercity short distance passenger transport demand, rapid, convenient, economic, Comfort has become an important factor in attracting tourists. However, the traditional "point-to-point" mode of road passenger transport can no longer meet the travel needs of intercity residents, no matter whether it is frequency of departure or station setting. The establishment of too few stations or some of the traffic along the way where there are no stations will affect the residents along the trip. As an important part of intercity road passenger transport, intercity bus has a large capacity and high network density, which can make up for the defects of the traditional road passenger transport mode, and can better and more conveniently meet the travel requirements of passengers. At the same time, the emergence of inter-city public transport is also conducive to the strengthening of economic ties between the related cities, and to enhance the competitiveness of the road passenger transport industry in the face of rail transit. By analyzing the interaction between urban agglomeration and road passengers, this paper discusses the inevitability of the emergence of intercity public transport, and expounds the meaning and characteristics of intercity public transport and the present situation of development of intercity public transport in various regions of China. This paper summarizes the advantages and disadvantages of the two development modes of intercity public transport, and puts forward the problems existing in the management of intercity public transport under the current system by studying the current management system of road passenger transport in China. Finally, This paper puts forward a series of countermeasures of intercity public transport administration, hoping to help the road transportation management organization manage intercity public transport and realize the sustainable development of intercity public transport.
