南京地铁公司物资采购流程优化研究

【摘要】:20世纪90年代以来全球经济进入知识化、科技化快速发展的阶段,随着国际经济的日益发展,全球经济一体化进程加快,越来越多的企业参与国际市场的竞争,国内市场也面临着来自国内外企业的竞争挑战。本文以南京地铁公司的物质采购流程为视角,通过阐述采购的相关理论,分析南京地铁公司物资采购流程的现状,分析其存在的问题,并提出南京地铁公司物质采购流程优化的设计与设计方案的实施,并对南京地铁公司采购服务流程优化的效果进行评价。 本论文结合南京地铁公司的物资采购特点,在介绍国内外关于采购流程管理相关理论的基础上,阐述供应链理念下的采购管理。通过介绍南京地铁公司的采购现状,对现行的采购流程进行分析,对实施采购计划的各个部门的职责进行阐述,并对南京地铁公司的采购方式如竞争性谈判、询价方式、单一采购来源及送审等采购方式的适用物资类型都做了说明,从中归纳出物资采购流程存在采购子流程得不到有效控制、采购流程时限未作明确规定、采购物资仓储管理不科学以及采购的管理方法不科学等问题。从问题出发设计南京地铁公司物资采购流程,从采购组织体系设计、采购合同审批及执行、采购方式的确立与执行及采购物资管理分类优化等方面进行流程方案的设计,并通过对实施采购流程方案的实施步骤与准备、实施的难点与解决的方法、组织保障等方面对方案的实施进行完善,并对南京地铁公司物资采购流程的优化进行效果的总体评价。
[Abstract]:Since the 1990s, the global economy has entered the stage of rapid development of knowledge and technology. With the increasing development of international economy, the process of global economic integration is accelerating, and more enterprises participate in the competition of international market. The domestic market is also facing competition challenges from domestic and foreign enterprises. From the perspective of the material purchasing process of Nanjing Metro Corporation, this paper analyzes the current situation of the material procurement process of Nanjing Metro Corporation, and analyzes the existing problems through the elaboration of the relevant theory of procurement. This paper also puts forward the design and implementation of material purchasing process optimization of Nanjing Metro Company, and evaluates the effect of the optimization of procurement service flow of Nanjing Metro Company. Based on the characteristics of material procurement of Nanjing Metro Company and the related theories of purchasing process management at home and abroad, this paper expounds the purchasing management under the concept of supply chain. By introducing the current purchasing situation of Nanjing Metro Company, analyzing the current purchasing process, expounding the responsibilities of the departments that carry out the purchasing plan, and the purchasing methods of Nanjing Metro Company, such as competitive negotiation, inquiry, etc. The suitable material types of the single procurement source and the procurement methods such as submission and review are explained, from which it is concluded that there is no effective control of the procurement sub-process in the material procurement process, and the time limit for the procurement process is not clearly stipulated. Procurement materials storage management is not scientific and procurement management methods are not scientific and so on. Starting from the problems, the paper designs the material purchasing process of Nanjing Metro Corporation. The design of procurement organization system, the approval and execution of procurement contracts, the establishment and execution of procurement methods, and the classification and optimization of procurement materials management are carried out. And through the implementation of the procurement process program implementation steps and preparation, implementation of the difficulties and solutions, organizational support and other aspects of the implementation of the program to improve, The optimization of material purchasing process of Nanjing Metro Company is evaluated as a whole.
