环渤海地区城际轨道交通发展战略研究

【摘要】:城际轨道交通的长期滞后发展是环渤海地区经济一体化进程受阻的重要原因。本文在对区域城际轨道交通发展有关理论研究的基础上,通过总结国外、国内城市群城际轨道交通发展对区域经济的效应,实证研究了城际轨道交通对促进区域经济发展的促进作用,主要为:一是促进区域经济要素流动;二是引导区域间产业布局;深化土地开发。明晰了经济发展与城际轨道交通发展存在的互动关系,相互助力发展。在总结了“十五”以来环渤海地区城际轨道交通发展的历程后,明确了环渤海地区城际轨道交通网建设的必要性和可行性以及存在的问题,为提出发展战略提供参考。基于理论和实践的分析,基本确定环渤海城际轨道交通发展的三大战略,一是目标战略:实现“一、二、三”小时生活圈,分层次设定路网目标,实现辽东半岛、山东半岛与京津冀经济带的主轴连通,主要城镇网络化互通;二是布局战略:形成京津冀地区-山东半岛和京津冀地区-辽东半岛两条线路主轴;三是共赢战略:实现环渤海地区互利共赢发展。战略目标的实现,,需要相关措施保障实施。最后,为保障战略的顺利实施,本文从加强区域统筹规划、合理选择投融资方式、合理利用沿线土地开发等方面提出了实施建议,为实现环渤海地区城际轨道交通早日实现网络化、公交化运营,助力区域经济一体化的美好愿景做出贡献。
[Abstract]:The lagged development of intercity rail transit is an important reason for the blocking of economic integration in Bohai Rim. On the basis of the theoretical research on the development of regional intercity rail transit, this paper summarizes the effects of the development of intercity rail transit in domestic and foreign cities on the regional economy. Empirical study on the promotion of inter-city rail transit to promote regional economic development, mainly as follows: first, to promote the flow of regional economic elements; second, to guide the interregional industrial layout; to deepen land development. It clarifies the interaction between economic development and intercity rail transit development and helps each other develop. After summing up the development course of inter-city rail transit in Bohai Rim area since the 10th Five-Year Plan, the necessity, feasibility and existing problems of the construction of inter-city rail transit network in Bohai Rim region are clarified, which provides a reference for the development strategy. Based on the analysis of theory and practice, three major strategies for the development of inter-city rail transit around the Bohai Sea are basically determined. The first is the target strategy: to realize the "one, two, three" hours of life circle, to set the goal of the road network at different levels, and to realize the Liaodong Peninsula. The main axis of Shandong Peninsula and Beijing-Tianjin-Hebei economic belt is connected, and the main towns are interlinked with each other on the network, the second is the layout strategy: forming the main axis of two lines: the Beijing-Tianjin-Hebei region, the Shandong Peninsula and the Beijing-Tianjin-Hebei area and the Liaodong Peninsula; Third, win-win strategy: to achieve win-win development around the Bohai Sea. The realization of strategic objectives requires relevant measures to ensure implementation. Finally, in order to ensure the smooth implementation of the strategy, this paper puts forward some suggestions from the following aspects: strengthening the overall planning of the region, choosing the mode of investment and financing reasonably, and making rational use of land development along the route. It will contribute to the realization of the better vision of intercity rail transit network, public transport operation and regional economic integration in the Bohai Sea region at an early date.
