高速公路建设项目投资限额的合理确定研究

【摘要】:公路交通运输是一项关系国计民生的重大基础设施,其健康发展已成为本行业普遍关注的焦点。近数十年来,我国高速公路建设发展突飞猛进:截至2011年底,高速公路里程已达8.5公里,实现了《国家高速公路网规划》的高速公路建设总规模。然而,在高速公路建设空前发展并取得巨大成就的同时,投资失控、“三超”现象已显得非常普遍,这严重影响着高速公路建设项目的投资效益管理。归根结底,,该现象是由于投资的不合理控制造成的,而解决这一问题的首要任务就是合理确定高速公路建设项目的投资限额。所以,如何合理地确定高速公路的投资限额已经成为当前急迫解决的关键问题,其研究将对高速公路的健康发展具有重大意义。 本文将所收集的福建省已建高速公路工程作为原始资料,通过分析福建地形特征及高速公路工程特征,应用模糊综合评价方法选取与依托工程比较相似的样本工程作为典型样本工程。对所选取的典型样本,通过统计分析选取占工程造价比例较大的典型单位工程及其各分部工程作为重点研究对象。在统计完各典型分部工程量之后,运用SPSS.19软件分析各工程量与技术指标或影响因素的关系,得出计算工程量的数学回归方程。最后,将所得出的结果应用于依托工程进行测算验证。
[Abstract]:Highway transportation is a major infrastructure related to the national economy and the people's livelihood, and its healthy development has become the focus of the industry. In recent decades, the highway construction of our country has developed by leaps and bounds: by the end of 2011, the highway mileage has reached 8.5 kilometers, realizing the total scale of highway construction of "National Highway Network Planning". However, with the unprecedented development of expressway construction and great achievements, the phenomenon of "three superpowers" has become very common, which has seriously affected the investment benefit management of expressway construction projects. In the final analysis, this phenomenon is caused by unreasonable control of investment, and the first task to solve this problem is to reasonably determine the investment limit of highway construction projects. Therefore, how to reasonably determine the investment limit of expressway has become a key problem to be solved urgently, and its research will be of great significance to the healthy development of expressway. In this paper, the collected highway engineering in Fujian Province has been taken as the original data, through the analysis of the characteristics of terrain and highway engineering in Fujian Province, The fuzzy comprehensive evaluation method is used to select the sample engineering which is similar to the relying engineering. For the selected typical samples, the typical unit projects which account for a large proportion of the project cost are selected as the key research objects through statistical analysis. After the statistics of the typical parts of the engineering quantity, the relationship between the quantity of each project and the technical index or influence factor is analyzed by using SPSS.19 software, and the mathematical regression equation of calculating the quantity of the project is obtained. Finally, the results obtained are applied to the calculation and verification based on the project.
