基于城市公共产品的株洲健宁公司公共自行车运营策略研究

【摘要】:目前,在全球倡导低碳理念的背景下,公共自行车作为一种绿色可持续的出行方式,其运营策略逐渐被推上了研究议程。公共自行车作为城市公共产品,在供给过程中出现不同程度的“政府失灵”或“市场失灵”问题,这决定了公共自行车必须在更加完善的供给模式下制定科学的运营策略来保障它的可持续发展。本课题通过文献查阅的方法了解国内外城市公共产品相关理论,并采用实证分析法来对比、借鉴国内外正在运营的公共自行车系统,在多中心共同治理的供给模式下为株洲健宁公司公共自行车系统提出了一套更加完善的运营策略,解决了一些存在的问题。 论文共分为六个章节,第一章阐述课题的研究背景,对城市公共产品基础理论的相关文献进行了综述,并提出了本文的研究方法及可能的创新点,,并对公共自行车的公共产品性质进行了界定;第二章主要对公共产品的供需原理和供给理论进行阐述,指出政府、市场、公民在公共产品共同治理过程中的角色和地位;第三章介绍了株洲健宁公司公共自行车运营的现状和存在的问题;第四章对国内外运营中的案例进行了对比和借鉴,从中找出值得参考的经验和有待解决的弊端;第五章在特定的公共产品供给方式下,提出了一些改进后的株洲健宁公司公共自行车运营策略,作为论文的研究成果;第六章总结研究工作的不足以及今后可能会继续深入研究的内容。
[Abstract]:At present, in the context of global advocacy of low-carbon concept, public bicycle as a green and sustainable way to travel, its operation strategy has been gradually pushed into the research agenda. As a city public product, public bicycle has the problem of "government failure" or "market failure" in the process of supply. This determines that public bicycle must make scientific operation strategy under more perfect supply mode to ensure its sustainable development. This topic through the literature review method to understand the domestic and foreign urban public goods related theories, and uses the positive analysis method to compare, draw lessons from the domestic and foreign public bicycle system which is in operation, Under the supply mode of multi-center common governance, a set of more perfect operation strategy is put forward for the public bicycle system of Zhuzhou Jianning Company, and some existing problems are solved. The thesis is divided into six chapters. The first chapter describes the research background of the subject, summarizes the relevant literature on the basic theory of urban public goods, and puts forward the research methods and possible innovation points of this paper. The second chapter mainly expounds the supply and demand principle and supply theory of public goods, and points out the role and status of government, market and citizen in the process of common governance of public goods. The third chapter introduces the current situation and existing problems of public bicycle operation in Zhuzhou Jianning Company, the fourth chapter compares and draws lessons from the domestic and foreign cases, and finds out the experience and drawbacks to be solved. In the fifth chapter, under the specific public goods supply mode, put forward some improved Zhuzhou Jianning company public bicycle operation strategy, as the research results of the paper; The sixth chapter summarizes the deficiency of the research work and the contents of further research in the future.
