青海省高速公路建设投融资问题研究

【摘要】:近年来,在国家政策的支持下青海省高速公路建设取得了较快发展,自2002年建成第一条高速公路平安至西宁公路以来,通过省交通运输厅“统贷统还”模式,截止2013年高速公路通车里程达到1356公里,在建高速公路里程2055公里。交通运输的快速发展对经济的基础性、引导性和服务性作用表现突出,通过举债融资有效弥补了发展资金不足的问题,有力促进了经济的快速发展。目前青海省高速公路投融资存在以下问题:一是高速公路债务由青海省交通运输厅统贷统还,交通债务占省级政府债务的50%,政府信用受到影响;二是青海省高速公路处于国家公路网的神经末梢,建设投资大,项目贷款大,贷款借新还旧比例高;三是青海省高速公路收费收入低,偿还来源无法保障。本文运用准公共产品理论和有限政府理论,采用文献阅读、数据分析、调查研究等方法,系统地分析了青海省高速公路建设投融资的发展现状及存在的问题,基于这些问题提出相应对策。本文分为六个部分:第一部分:对研究背景及意义、国内国外的研究现状以及研究方法与研究思路这几个方面的内容进行了阐述。第二部分:主要对高速公路投融资概念进行阐述,指出研究的两个理论基础,分别为准公共产品理论和有限政府理论。第三部分:介绍青海省高速公路建设投融资的发展现状、存在问题及成因分析。第四部分:国外及国内高速公路建设投融资发展经验借鉴,为下一部分的应用和借鉴奠定基础。第五部分:适合青海省高速公路建设投融资发展的对策选择。第六部分:结语。
[Abstract]:In recent years, with the support of the national policy, the highway construction in Qinghai Province has made rapid development. Since the first highway was built in 2002, it has passed the "unified loan and return" model of the provincial traffic and transportation department. By 2013, the mileage of expressway was 1356 km and that of highway under construction was 2055 km. The rapid development of transportation plays an important role in economic foundation, guidance and service. It can effectively make up for the shortage of development funds and promote the rapid development of economy. At present, there are the following problems in expressway investment and financing in Qinghai province: first, highway debt is paid back by Qinghai Provincial Transportation Department, which accounts for 50% of provincial government debt, and the government credit is affected; Second, Qinghai expressway is in the nerve end of the national highway network, the construction investment is large, the project loan is large, the loan is new and the old proportion is high; the third is the Qinghai province highway charges income is low, the repayment source cannot be guaranteed. Based on the theory of quasi-public goods and the theory of limited government, this paper systematically analyzes the present situation and existing problems of the investment and financing of highway construction in Qinghai Province by the methods of literature reading, data analysis, investigation and research, etc. Based on these problems, the corresponding countermeasures are put forward. This paper is divided into six parts: the first part: the research background and significance, domestic and foreign research status, research methods and research ideas of these aspects are described. The second part mainly expounds the concept of expressway investment and financing, and points out the two theoretical bases of the research, namely, the theory of quasi-public goods and the theory of limited government. The third part introduces the present situation, existing problems and causes of investment and financing of highway construction in Qinghai province. The fourth part: foreign and domestic highway construction investment and financing development experience for reference, for the next part of the application and reference laid the foundation. The fifth part: suitable for Qinghai province highway construction investment and financing development countermeasure choice. Part VI: conclusion.
