天津市机动车停车费问题研究

【摘要】:近年来,随着城市经济的快速发展,越来越多的小汽车开始进入普通家庭,但由于道路交通资源有限,许多大中城市的交通开始恶化,出现停车难、道路拥挤的现象。停车场作为城市的静态交通,其健康有序发展对整个城市交通体系的有效运转有着特殊的作用。目前,停车难的问题已成为困扰大中城市的一个难题。而一味的增加停车泊位供给只会带来更大的停车需求,怎样快速有效缓解城市停车问题就显得尤为重要。停车收费政策作为温和的经济手段,可通过价格杠杆作用有效调节停车需求,改变人们的出行方式,并且合理有效的停车收费还可以促进民间资本投资停车场,改善城市停车环境。所以,对于城市停车费政策的研究就显得非常重要。 天津市作为四大直辖市之一,其机动车拥有量在全国名列前茅,停车问题也成为天津市城市交通发展中最为棘手的问题。为缓解天津市停车难的现状,对其停车收费政策的研究就显得尤为重要。文章先对停车场及停车费相关理论进行阐述,为下文研究天津市的停车收费提供理论基础。然后主要分析了天津市停车收费中存在的问题,并通过对国内外经验的借鉴,提出了解决天津市停车收费问题的对策,如:适度提高停车费率,鼓励民间资本投资停车场;细化停车收费标准,改善停车收费结构,这主要包括分区域差别化收费,提高不同区域之间收费标准的差距;对不同类型的停车场实行差别化收费;分时间段和分时间长短差别化收费;改变停车定价方式,提高停车场经营市场化水平;多种方式鼓励民众减少停车行为;居民区与周边单位企业错时停车,有偿对外开放等。但是需要注意的是,通过停车收费政策缓解停车问题并不是一味的提高停车费,让民众难以接受而放弃停车。合理的停车收费标准应该是从民生的角度出发,合理配置不同区域、不同时段的停车收费标准,既要满足人们的停车需求,也要能有效调节停车需求,改变人们的出行方式。
[Abstract]:In recent years, with the rapid development of urban economy, more and more cars have begun to enter ordinary families. However, due to the limited road traffic resources, the traffic in many large and medium-sized cities has begun to deteriorate, resulting in difficult parking and congested roads. As the static traffic of the city, parking lot has a special effect on the effective operation of the whole urban transportation system. At present, the problem of parking difficulties has become a problem puzzling large and medium cities. But blindly increasing the supply of parking spaces will only bring greater demand for parking, how to quickly and effectively alleviate the urban parking problem is particularly important. As a mild economic means, parking fee policy can effectively adjust parking demand through price leverage, change people's travel mode, and reasonable and effective parking charges can also promote private capital investment in parking lot. Improve the parking environment in the city. As one of the four municipalities directly under the Central Government, Tianjin is one of the four municipalities directly under the Central Government, its vehicle ownership is among the highest in the country, and the parking problem has become the most intractable problem in the development of Tianjin's urban traffic. In order to alleviate the difficulty of parking in Tianjin, it is very important to study the parking fee policy. This paper first expounds the related theories of parking lot and parking fee, which provides the theoretical basis for the following study of parking fees in Tianjin. Then it mainly analyzes the existing problems of parking fees in Tianjin, and through the experience of domestic and foreign reference, puts forward the countermeasures to solve the problem of parking fees in Tianjin, such as: appropriately increasing parking fee rate, encouraging private capital to invest in parking lot; To refine the parking fee standard and improve the parking fee structure, which mainly includes the differential charging in different regions, the difference in the charging standard between different regions, the differential charging for different types of parking lot, the improvement of the parking fee structure, and the improvement of the parking fee structure. Divide time and time difference charge; change parking pricing mode, improve parking management marketization level; various ways to encourage people to reduce parking behavior; residential areas and neighboring units enterprises staggered parking, paid opening to the outside world, and so on. However, it is important to note that the parking problem can be alleviated by parking fee policy instead of simply raising parking fee, making it difficult for people to accept parking and giving up parking. The reasonable parking fee standard should be set out from the point of view of people's livelihood, and reasonable allocation of parking fee standards in different areas and different periods of time should not only meet the parking needs of people, but also can effectively adjust the parking demand, and change the way people travel.
