南京港物流水铁联运发展评价研究

【摘要】:当前国际经济环境复杂多变,世界贸易结构、债务结构、货币金融体系失衡状况进一步凸现,国内经济增速放缓。港口作为区域资源配置枢纽,是区域经济的重要推动力量。同时由于世界能源危机和环境问题日益严重,加快推进港口物流业转型升级,实现港口发展绿色化迫在眉睫。水铁联运作为一种先进的运输方式,是实现客运零距离换乘、货运无缝衔接的重要手段,是我国目前正在实施的重点项目,对港口企业来说具有重要的意义。因此,越来越多的港口开始尝试水铁联运以提高运输效率,降低物流成本,同时达到节能减排的效果。 南京港物流无论是基础设施条件、货运量、运输组织方面,还是信息化条件、与铁路部门协调沟通方面都具备开展水铁联运的优势;而从经济发展和体制改革的长期趋势来看,南京港正面临很大的机遇;但在实际运作中还是存在一些问题,对这些问题进行总结和评价研究是十分必要的。 本文从南京港水铁联运的角度出发,对其发展水铁联运的现状进行深入分析总结,指出发展中存在的问题;并结合国外一些港口发展水铁联运的经验,设计了一套科学合理的南京港物流水铁联运发展评价指标体系,该指标体系包含运量适应性、联运衔接度、服务水平和机制协调性四个二级指标以及平均每周发车次数、铁路运力保障率、换装方便性、铁路运输市场化程度等十七个三级指标;然后基于证据理论构建评价模型,原始数据的收集主要采用的是专家调查法,分别邀请港口企业熟悉水铁联运各环节的专家以及行业内对水铁联运有深入研究的专家对南京港的各项指标进行打分,再将分数转化为模型原始输入数据,模型输出结果即为南京港物流水铁联运发展评价结果;最后分别从政府层面和企业层面提出相关发展对策与建议。 目前探讨港口物流水铁联运的研究不多,关于内河港口的更少。本文的研究内容和方法为我国其他港口发展水铁联运提供理论和经验支持,使我国港口物流发展水平达到整体的提升。同时本文得出的评价结论可以使南京港对自身开展水铁联运的发展环境有全面准确的认识,借鉴国外一些港口的先进经验,从不同方面有的放矢地采取措施改善不足,强化优势,在未来的物流发展中全面提升服务水平。
[Abstract]:At present, the international economic environment is complex and changeable, the world trade structure, debt structure and the imbalance of the monetary and financial system are more prominent, and the domestic economic growth rate is slowing down. As a regional resource allocation hub, port is an important driving force of regional economy. At the same time, as the world energy crisis and environmental problems become more and more serious, it is urgent to speed up the transformation and upgrading of port logistics industry and realize the development of the port green. As an advanced mode of transportation, water and rail transport is an important means to realize zero distance transfer and seamless connection of freight transport. It is a key project being implemented in our country at present, which is of great significance to port enterprises. Therefore, more and more ports begin to try water and iron intermodal transport to improve transport efficiency, reduce logistics costs, and achieve the effect of energy saving and emission reduction. In terms of infrastructure, freight volume, transport organization, and information technology, Nanjing Port Logistics has the advantage of carrying out water and rail transport through transport in coordination with the railway sector; and from the long-term trend of economic development and institutional reform, Nanjing Port is facing great opportunities, but there are still some problems in practical operation. It is necessary to summarize and evaluate these problems. From the point of view of water and iron transport in Nanjing port, this paper makes a deep analysis and summary of the current situation of its development, points out the problems existing in the development, and combines with the experience of some foreign ports in developing water and iron transport. A set of scientific and reasonable evaluation index system for the development of water / iron transport in Nanjing port logistics is designed. The index system includes four secondary indexes of capacity adaptability, intermodal connection degree, service level and coordination of mechanism, and the average number of trains per week. There are seventeen third-level indicators, such as railway capacity guarantee rate, ease of changing and transportation marketization; then, based on the evidence theory, the evaluation model is constructed, and the primary data collection is mainly based on the expert investigation method. Experts who are familiar with the various links of water and iron transport in port enterprises and experts in the industry who have in-depth research on water and iron transport are invited to score the various indicators of Nanjing Port, and then convert the scores into the original input data of the model. The output result of the model is the evaluation result of the development of the logistics water and iron transport in Nanjing Port, and finally, the relevant development countermeasures and suggestions are put forward from the government level and the enterprise level respectively. At present, the research on port logistics, water and iron transport is not much, much less on inland port. The research contents and methods of this paper provide theoretical and empirical support for the development of water-iron combined transport in other ports in China, and make the development level of port logistics in our country reach the overall upgrade. At the same time, the evaluation conclusions of this paper can make Nanjing Port have a comprehensive and accurate understanding of the development environment of its own water and iron transport, draw lessons from the advanced experience of some foreign ports, and take measures to improve the situation from different aspects. Strengthen the advantage, in the future logistics development in an all-round way to improve the level of service.
