内蒙古自治区支线机场运营管理模式研究

【摘要】:我国支线机场和支线航空事业的发展一直以来都受到了社会的广泛关注。截至2011年,内蒙古自治区正式运营的机场数已位列全国第二。按照内蒙古自治区《民航十二五规划》,“十二五”期间自治区支线机场总数将达30个,成为名符其实的支线大区。①在全国民航发展增速放缓的情况下,内蒙古支线机场发展迅速,取得了令业界广泛关注的成果。但与此同时,内蒙古支线航空的发展也一直受到支线机场定位、运营管理选择等多方面的困扰。 本文立足于内蒙古支线机场的现状,从基础理论出发,结合内蒙古自治区的实际情况,进行了定性及定量的分析,提出适合内蒙古支线机场的运营管理模式优化策略,以期为内蒙古支线机场运营管理模式的发展和完善提供科学依据。 文章分为五个部分。 第一部分是绪论。该部分介绍了论文的写作背景、目的和意义,有关支线机场运营管理的国内外研究现状和本篇论文的研究方法。 第二部分是相关基础理论综述。该部分首先对运营管理进行介绍;接着介绍了机场运营模式的涵义和特点,并对国内外支线机场运营管理模式进行了对比;最后介绍了支线机场的分类标准,为后文的分析做好铺垫。 第三部分对内蒙古支线机场运营模式的现状进行分析。本部分首先对我国支线机场的总体情况和特点进行分析,接着对内蒙古自治区的支线机场概况进行分类分析,进而总结出其发展面临的优势和劣势。通过分析认为,支线机场兼有公益性和收益性的双重特征,运营管理模式应根据旅客吞吐量的不同而有所侧重。最后分析了内蒙古支线机场在运营管理中存在的机场定位、机场建设、航线网络、经营压力、保障能力等主要问题。 第四部分是内蒙古支线机场运营模式的优化策略。结合支线机场运营管理模式的基础理论和内蒙古支线机场的现状,本部分首先提出优化的基本原则和思路。然后从优化支线航线网络、完善支线机场布局、提升支线机场保障能力、优化支线运营环境等方面具体论述内蒙古支线机场运营模式的优化策略。最后,对内蒙古新建支线的运营管理模式进行了一些思考。 第五部分对文章进行总结。
[Abstract]:The development of China's Branch Airport and branch airline has been widely concerned. As of 2011, the number of airports in the Inner Mongolia Autonomous Region has been ranked second in the country. According to the Inner Mongolia Autonomous Region's 12th Five-Year plan for civil aviation, the total number of airports in the autonomous region will reach 30 in the period of "12th Five-Year". In the case of the slow growth of the national civil aviation development, the Inner Mongolia Branch Airport has developed rapidly and has made great achievements in the industry. At the same time, the development of Inner Mongolia branch aviation has also been plagued by the location of the Branch Airport, the choice of operation and management and so on.
Based on the current situation of Inner Mongolia Branch Airport, this paper, starting from the basic theory and combining with the actual situation of the Inner Mongolia Autonomous Region, carries out qualitative and quantitative analysis, and puts forward the optimization strategy of operation management model suitable for Inner Mongolia Branch Airport, in order to provide scientific basis for the development and improvement of the operation and management mode of the Inner Mongolia Branch Airport.
The article is divided into five parts.
The first part is the introduction. This part introduces the background, purpose and significance of the paper, and the research status of the domestic and foreign research on the operation and management of the Branch Airport and the research methods of this paper.
The second part is a summary of the related basic theory. This part first introduces the operation and management, then introduces the meaning and characteristics of the airport operation mode, and compares the operation and management mode of the domestic and foreign branch airports. Finally, it introduces the classification standards of the Branch Airport and pave the way for the later analysis.
The third part analyzes the current situation of the operation mode of Inner Mongolia Branch Airport. This part first analyzes the general situation and characteristics of the branch line airport in China, then classifies and analyzes the general situation of the Branch Airport in the Inner Mongolia Autonomous Region, and then summarizes the advantages and disadvantages of its development. The operation management mode should focus on the difference of passenger throughput. Finally, the main problems of Inner Mongolia Branch Airport in operation management are airport location, airport construction, airline network, operation pressure and guarantee capability.
The fourth part is the optimization strategy of the operation mode of Inner Mongolia Branch Airport. Combining the basic theory of the operation management model of the branch line airport and the current situation of the Inner Mongolia Branch Airport, this part first puts forward the basic principles and ideas of the optimization. Then, the optimization of the branch line network, the improvement of the layout of the branch line field, the improvement of the support capacity of the branch line airport, and the optimization of the support line. The optimization strategy of the operation mode of Inner Mongolia Branch Airport is specifically discussed in the aspects of the operation environment of the branch line. Finally, some thinking about the operation and management model of the new branch of Inner Mongolia is carried out.
The fifth part summarizes the article.
