铁路XX处发展战略研究

【摘要】:铁路XX处作为全国唯一一支铁路系统的专业保障队伍,承担的是国家交通战备的主体职能,确保铁路桥梁安全与畅通的责任重大,战备职能是其生存的基础和根本所在,参与施工生产“以平养战”是弥补事业单位经费不足支撑XX处自身发展的重要手段。近年来,随着国家对事业单位改革的不断推进和铁路XX处隶属管理关系的不断变化,职工队伍年龄结构不断老化,参与建筑施工生存创效能力弱化,国家拨付经费差额不断增大,单位体制管理不顺等实际问题越发突出,积极探寻发展的新途径、新方向和新目标,是当前铁路XX处必须尽快加以解决的现实问题。 铁路XX处正处于发展的关键时期,单位发展战略的正确与否对其自身的发展起着至关重要的作用。本文以企业发展战略管理理论为依据和指导,首先对铁路XX处的宏观环境、内部环境进行分析,并引入“波特五力竞争模型”分析了市场竞争环境。同时,在找出影响铁路XX处发展的各种战略资源及其构成因素的基础上,围绕战备保障、施工生产、科技创新、多元经营和文化建设等重点内容,全面分析各要素之间的相互关系,并找出了影响铁路XX处发展的核心要素和核心资源。最后,利用企业战略管理的分析方法,对铁路XX处发展战略的优势、劣势、机遇和威胁进行SWOT模型分析,设定了铁路XX处的发展战略目标,并选择了具体的发展战略方案和与之配套的发展战略措施。 通过本文的研究,一方面为铁路XX处研究中长远发展规划和实现较好发展战略作了理论上的探讨,另一方面也希望藉此能为制定铁路XX处未来发展的战略方针和具体方案时提供决策参考。
[Abstract]:As the only professional guarantee team of railway system in the country, the railway XX department undertakes the main function of national traffic war preparedness. It has a heavy responsibility to ensure the safety and smooth flow of railway bridges. The function of war preparedness is the basis and fundamental for its survival. To participate in construction production is an important means to make up for the insufficient funds of institutions to support XX's own development. In recent years, with the continuous promotion of the reform of national institutions and the continuous changes of the subordinate management relationship of XX railway, the age structure of the staff and workers has been aging, and the ability to participate in the construction of the construction to create results has been weakened. The difference of national appropriation funds is increasing and the practical problems such as the unfavorable management of the unit system are becoming more and more prominent. Actively exploring new ways, new directions and new targets for development is the practical problem that must be solved as soon as possible in XX railway. The railway XX is in the key period of development, and whether the development strategy of the unit is correct or not plays a vital role in its own development. Based on the theory of enterprise development strategy management, this paper firstly analyzes the macro environment and internal environment of XX railway, and introduces "Porter's five forces competition model" to analyze the market competition environment. At the same time, on the basis of finding out the various strategic resources and their constituent factors that affect the development of the railway XX, and focusing on the key contents of combat readiness support, construction and production, scientific and technological innovation, diversified management and cultural construction, This paper analyzes the relationship between the elements and finds out the core factors and resources that affect the development of XX railway. Finally, the SWOT model is used to analyze the advantages, disadvantages, opportunities and threats of the development strategy of the railway XX by using the analysis method of the enterprise strategic management, and the development strategy goal of the railway XX is set up. And has chosen the concrete development strategy plan and the matched development strategy measure. Through the research of this paper, on the one hand, it makes a theoretical discussion for the long-term development planning and the realization of better development strategy in the railway XX research. On the other hand, it also hopes to provide decision-making reference for drawing up the strategic policy and specific plan for the future development of railway XX.
