兰州石化公司铁路自备车管理研究

【摘要】:企业铁路自备车是石化企业原材料、产品铁路运输的重要运输工具,其涉及管理、运行、检维修、资证办理等多个要素。本文结合兰州石化公司铁路自备车管理实际,对管理中存在的产能与运能不匹配、车辆周转率低、车辆停时费高、外送检修不受控等问题,从铁路白备车管理流程出发,运用流程再造理论方法及工具,对兰州石化公司自备车管理进行全要素分析。在实证分析、现场调查、实际论证的基础上,提出了兰州石化公司铁路自备车管理优化方案和实施保障。为解决自备车管理瓶颈提出了有效的办法,为中石油铁路自备车管理新模式探索提供了实践支持。
[Abstract]:Railway owned car is an important transportation tool for raw materials and products in petrochemical enterprises. It involves many factors such as management, operation, inspection and maintenance, certificate management and so on. According to the management practice of railway self-provided vehicle in Lanzhou Petrochemical Company, this paper starts from the management flow of railway spare car, such as the mismatch of production capacity and transportation capacity, the low vehicle turnover rate, the high parking fee, the uncontrolled transmission and maintenance, and so on. By using the theory and tools of process reengineering, the paper analyzes the whole factors of the management of owned vehicles in Lanzhou Petrochemical Company. On the basis of empirical analysis, field investigation and practical demonstration, this paper puts forward the optimized scheme and implementation guarantee of railway self-provided vehicle management in Lanzhou Petrochemical Company. An effective method is put forward to solve the bottleneck of self-provided vehicle management and practical support is provided for the exploration of new management mode of self-provided vehicle in CNPC railway.
