灾后重建公路项目后评价指标体系分析

【摘要】:随着灾后重建公路项目取得阶段性进展并接近尾声,项目进展进入后评价阶段。我国项目后评价比较落后,加上国家对灾后重建公路项目的硬性规定和灾后重建公路项目公益性强等显著特点,有必要对灾后重建公路项目进行社会经济技术指标的全方位的指标体系分析。 指标体系分析是参考了大量国内外相关文献资料基础上,运用系统理论多目标多角度根据不同权重分析灾后重建公路项目成果,建立灾后重建后评价体系分析框架构建模型。运用专家评分法,社会调查法,层次分析法和模糊数学综合评价法把主观因素满意度进行量化,得出哪种因素是提高援建工程满意度的决定因素。 本文首先对中国地震情况进行了整理,接着对在后重建项目后评价国内外发展状况进行了分析,结合满意度理论在以前大量研究文献的基础上,用德尔菲法建立了灾后重建项目后评价指标分析体系,并用层次分析法进行权重的确定,运用模糊评判法提出了评价模型。同时总结了项目后评价一般会用到的方法,最后选择宁波市对口援建青川中一个公路建设项目为例,对已构建的指标体系模型进行运用和验证。最后总结本文的研究结论,且得出在本文研究过程中的启示和建议,及本文的研究展望。 本文创新点在于引用满意度理论作为灾后重建公路项目后评价指标体系分析的目标。用模糊综合评判法量化指标,进行灾后重建公路项目后评价指标体系分析。
[Abstract]:With the progress of the road reconstruction project, the project has entered the stage of post-evaluation. China's post-project evaluation is relatively backward, coupled with the country's rigid regulations on post-disaster reconstruction highway projects and strong public welfare characteristics of post-disaster reconstruction highway projects. It is necessary to analyze the comprehensive index system of the social economic and technical indexes for the road reconstruction project after the disaster. The index system analysis is based on the reference of a large number of domestic and foreign literature, using the system theory, multi-objective and multi-angle, according to different weights to analyze the achievements of post-disaster reconstruction highway project, and build a model of post-disaster reconstruction evaluation system analysis framework. The subjective factor satisfaction is quantified by using expert scoring method, social investigation method, analytic hierarchy process (AHP) method and fuzzy mathematics comprehensive evaluation method, and which factors are the decisive factors to improve the satisfaction degree of construction assistance projects. In this paper, first of all, the earthquake situation in China is sorted out, and then the development situation at home and abroad after the post-reconstruction project is analyzed. Based on the theory of satisfaction degree, based on a large number of previous research documents, The evaluation index system of post-disaster reconstruction project is established by Delphi method. The weight is determined by analytic hierarchy process (AHP) and the evaluation model is put forward by using fuzzy evaluation method. At the same time, this paper summarizes the methods commonly used in post-project evaluation, and finally selects Ningbo City counterpart to build a highway construction project in Qingchuan as an example, and uses and verifies the established index system model. Finally, the conclusion of this paper is summarized, and the enlightenment and suggestion in the research process are obtained, as well as the research prospect of this paper. The innovation of this paper lies in the application of satisfaction theory as the objective of post-evaluation index system analysis of post-disaster reconstruction highway projects. The evaluation index system of post-disaster reconstruction highway project is analyzed by fuzzy comprehensive evaluation method.
