天津港北疆港区港内集装箱运输分析与评价

【摘要】:作为天津市经济发展和对外开放的重要基础,天津港已成为我国综合运输体系的重要枢纽和沿海主枢纽港;是北方地区的集装箱干线港和发展现代物流的重要港口;是能源物资和原材料运输的主要中转港之一;是京津及华北地区对外贸易的重要口岸。 作为天津港生产作业的主体港区,北疆港区约占天津港现有陆域面积的1/3,承担了天津港一半左右的货物吞吐量,除水运方式以外,北疆港区的公路集疏运量占北疆港区集疏运总量的85%以上;与此同时,与其他港区相比,北疆港区铁路及管道运输条件较差,其集疏运量不足北疆港区集疏运总量的15%;另外,北疆港区以集装箱与件杂货运输为主,受集装箱班轮作业影响,北疆港区内部道路交通压力不平衡。从上述情况来看,北疆港区已成为天津港集装箱运输的主要问题港区。 随着腹地经济的迅猛发展,货物吞吐量稳步增加,港区功能逐步多样化,港口规模迅速扩大,港区交通需求也明显增大。目前港区内部交通矛盾日益激化,特别是集疏港高峰时期,港区产生大面积交通拥堵;由船舶到发导致的交通需求已较多的超出现有路网的承受范围,港区道路的通行能力受到巨大挑战;现有路网结构不完善,导致交通运输中的瓶颈点,疏港道路可替代路径少、部分路段道路等级低、路况差等都成为港区交通问题日益凸显的导火索。 本文旨在从集装箱运输角度对交通问题严重的北疆港区开展一系列微观分析研究,通过运用WITNESS仿真软件,采取定性分析及定量研究相结合方式,对北疆港区集装箱运输现状进行全面解读,找出现状瓶颈问题的症结所在,提出改善交通状况的解决方案,由此缓解或改善天津港主要港区的内部交通矛盾,逐步将天津港发展成为客运与货运相结合、商业港与工业港共发展、设施先进、功能完善、管理高效、环境优美、效益显著的现代化的综合性港口。
[Abstract]:As an important foundation of Tianjin's economic development and opening to the outside world, Tianjin Port has become an important hub of China's integrated transportation system and the main coastal hub port, as well as an important container trunk port in the northern region and an important port for developing modern logistics. It is one of the main transit ports for the transportation of energy materials and raw materials, as well as an important port for foreign trade in Beijing, Tianjin and North China. As the main port area in Tianjin Port's production operations, the Beijiang Port area accounts for about one-third of the existing land area of Tianjin Port. It undertakes about half of the cargo throughput of Tianjin Port, except for the mode of water transportation. At the same time, compared with other port areas, the railway and pipeline transport conditions in the northern Xinjiang port area are poor, and the volume of collection and distribution is less than 15% of the total volume of the collection and distribution in the northern Xinjiang port area; in addition, Due to the influence of container liner operation, the internal road traffic pressure in Beijiang Port area is unbalanced. From the above situation, the Beijiang Port area has become the main problem of Tianjin Port container transportation. With the rapid development of the hinterland economy, the cargo throughput increases steadily, the function of the port area is gradually diversified, the port scale expands rapidly, and the traffic demand of the port area increases obviously. At present, the internal traffic contradictions in the port area are increasingly intensified, especially during the peak period of the gathering and dispersing ports, the port area produces a large area of traffic congestion; the traffic demand caused by the ship arrival and dispatch has exceeded the bearing range of the road network. The capacity of the roads in the port area is greatly challenged, and the existing road network structure is not perfect, which leads to the bottleneck point in the traffic and transportation, the few alternative paths of the sparse port roads, and the low grade of some sections of roads. Poor road conditions have become increasingly prominent traffic problems in the port area fuse. The purpose of this paper is to carry out a series of microscopic analysis and research on the Beijiang Port area with serious traffic problems from the point of view of container transportation. Through the use of WITNESS simulation software, the combination of qualitative analysis and quantitative research is adopted. This paper comprehensively interprets the present situation of container transportation in Beijiang Port area, finds out the crux of the bottleneck problem of the present situation, and puts forward solutions to improve the traffic situation so as to alleviate or improve the internal traffic contradictions in the main port areas of Tianjin Port. Tianjin Port has been gradually developed into a comprehensive port with a combination of passenger and freight transportation, a modern port with advanced facilities, perfect functions, efficient management, beautiful environment and remarkable benefits.
