聊城市城乡客运一体化研究

【摘要】:党的十六届五中全会提出了建设社会主义新农村的重大历史任务。大力发展农村客运,解决农民出行难问题,是全面建设社会主义新农村、破解“三农”问题、提高农民生活质量和缩小城乡差别的重要内容之一。通过推进城乡客运一体化,打破城市与农村的区域界限,把城市和农村客运的发展作为一个系统来整体考虑,注重城乡客运的有机连接、协调发展,从而最大限度地满足群众的出行需要,提高群众的生活质量。城乡客运一体化是近年来我国城镇化发展进程不断加快和社会主义新农村建设全面推进的新形势下提出的一个新课题,是为服务城乡经济社会一体化发展采取的一大新举措,也是交通运输部门搞好“三服务”的一项新任务。随着大部制改革的深入推进,加快城乡客运一体化,成为摆在各级交通运输部门面前一项重要而紧迫的课题。 聊城市客运市场原来实行的是城乡分割的二元体制。其中,城市公共交通一直隶属于公共事业管理局。大部制改革后,将公共交通管理职能纳入交通部门管理。随后,聊城市交通运输局提出了大力推进城乡公交客运一体化进程,整合全市公共交通资源,完善公交市场运营机制,构筑功能完备的公交网络,形成高效、畅达、舒适、便捷的公交服务体系,不断推进城乡公交的现代化,最大限度地满足社会发展和市民的出行需要。 在过去很长的一段时间内,我国交通领域的专家学者主要关注城市交通规划、建设问题,对城乡客运的规划、建设问题关注较少,直到上个世纪90年代末期,我国部分地区才开始试行城乡客运一体化。对于城乡客运道路建设,城乡客运线网规划、场站规划等方面的探讨也大都是借鉴城市规划、建设的经验。因此,统筹城乡客运一体化需要有自己的一套科学的理论依据。 本文采用理论分析与实证研究相结合的方法,从城乡客运一体化的理论基础、内涵和组成要素着手,分析了推进城乡客运一体化发展进程中出现的各种问题以及矛盾,并分析产生这些问题的具体原因。通过对城乡客运一体化的深入研究,从各种客运运营方式的衔接、建立统一的政策、各个地区的均衡发展等方面,提出针对性的对策建议,具有重要的理论和现实意义。
[Abstract]:The Fifth Plenary session of the 16th CPC Central Committee put forward the great historical task of building a new socialist countryside. It is one of the important contents to develop the rural passenger transportation and solve the problem of farmers' travel difficulties, to build a new socialist countryside, to solve the "three rural" problems, to improve the quality of life of farmers and to narrow the difference between urban and rural areas. By promoting the integration of urban and rural passenger transport, breaking the regional boundary between urban and rural areas, considering the development of urban and rural passenger transport as a whole, paying attention to the organic connection between urban and rural passenger transport, and coordinating the development of urban and rural passenger transport, In order to meet the travel needs of the masses to the maximum extent, improve the quality of life of the masses. The integration of urban and rural passenger transport is a new subject put forward under the new situation of accelerating the development of urbanization and building a new socialist countryside in recent years. It is also a major new measure to serve the development of economic and social integration of urban and rural areas. It is also a new task for the transportation department to do a good job in "three services". With the deepening of the reform of the Ministry of Transport, speeding up the integration of urban and rural passenger transport has become an important and urgent issue facing all levels of transportation departments. Liaocheng passenger transport market was originally implemented by the urban and rural division of the dual system. Among them, urban public transport has been attached to the Public Service Administration. After the reform of the Ministry of Public Transport, the function of public transport management was brought into the management of the traffic department. Subsequently, Liaocheng Transportation Bureau proposed to vigorously promote the integration of urban and rural public transport, integrate public transport resources, improve the operation mechanism of the public transport market, build a well-functioning public transport network, and form an efficient, accessible and comfortable public transport network. Convenient public transport service system, constantly promote the modernization of urban and rural public transport, to meet the maximum social development and citizens travel needs. For a long time in the past, experts and scholars in the field of transportation in our country mainly paid attention to urban traffic planning and construction, and paid little attention to the planning and construction of urban and rural passenger transport until the late 1990s. Part of our country just began to try out the integration of urban and rural passenger transport. For urban and rural passenger transport road construction, urban and rural passenger network planning, station planning and other aspects of the discussion is also used for reference to urban planning, construction experience. Therefore, the integration of urban and rural passenger transport needs its own scientific theoretical basis. This paper uses the method of combining theoretical analysis and empirical research, from the theoretical basis, connotation and components of urban and rural passenger transport integration, analyzes the problems and contradictions in the process of promoting the development of urban and rural passenger transport integration. And analyze the specific causes of these problems. Through the thorough research on the integration of urban and rural passenger transportation, it is of great theoretical and practical significance to put forward some countermeasures and suggestions from the connection of various modes of passenger transport operation, the establishment of a unified policy and the balanced development of various regions.
