西安市交通低碳化路径选择研究
[Abstract]:Xi'an is the third cosmopolitan city in China after Beijing and Shanghai, which is located by the national layout. Its traffic is built and developed in a sustainable way with low energy consumption, low emission and high service quality in order to meet the travel needs of urban residents. Realizing energy saving and emission reduction is the inevitable choice of low-carbon transportation development strategy in Xi'an. Based on the research results of low carbon transportation at home and abroad, taking how to develop low carbon transportation in Xi'an as the main research content, this paper systematically combs the research ideas of low carbon transportation in Xi'an, and defines the research scope of low carbon transportation in Xi'an. On the basis of the collected data, the appropriate measurement method of Xi'an traffic carbon emission is selected, and the trend of Xi'an traffic carbon emission level from 2007 to 2011 is quantitatively and longitudinally analyzed. With reference to the practical experience of developing low-carbon transportation in developed cities at home and abroad and the current policy system of low-carbon transportation in general cities, the scenario of low-carbon transport development in Xi'an is set up by using scenario analysis method. Give Xi'an traffic carbon emission effect quantitative comparison from 2012 to 2015 under different setting scenarios, combined with the characteristics of Xi'an traffic development and the strategic requirements of developing urban low-carbon economy in China. The scientific and reasonable path choice of developing low-carbon transportation in Xi'an city is put forward, and the corresponding thinking and policy support for the development of low-carbon transportation in Xi'an city are put forward. This paper puts forward the path choice for the development of low-carbon transportation in Xi'an from the two aspects of carbon reduction management and technology reduction. The main contents are as follows: the management of reducing carbon includes paying attention to the propaganda and education of low carbon energy saving in Xi'an traffic, comprehensively understanding the low carbon energy saving ways of Xi'an traffic, perfecting the regulations on energy saving in Xi'an city, strengthening the low carbon energy saving supervision of enterprises and institutions in Xi'an city; To develop Xi'an public transportation, effectively control the number and use of private cars in Xi'an, establish a perfect bicycle and walking travel system in Xi'an, and effectively link up different travel modes in Xi'an; The future development of Xi'an City for scientific and reasonable planning and other measures. Technical carbon reduction includes speeding up the construction and improvement of Xi'an traffic information, intelligentizing; speeding up the promotion of energy saving technology for vehicles and actively promoting alternative energy sources for vehicles; promoting professional transportation of urban freight; and further enhancing the specialized standards of urban freight transportation.
