南宁市城市轨道交通融资难问题及对策研究

【摘要】:城市轨道交通具有运量大、速度快、时间准、能耗低、污染少、安全性高和促进城市发展等诸多优点,受到各地大城市的青睐。近年来,我国掀起了城市轨道交通建设的热潮,但由于城市轨道交通是一项庞大的系统工程,投资大、建设期和回收期长,且很难实现盈利,因而需要政府长期作为主要投资者进行建设,财政负担非常繁重。随着建设规模的扩大,城市轨道交通融资难等问题已成为制约其建设发展的瓶颈。因此,加强城市轨道交通融资问题的研究,保障城市轨道交通的快速发展,具有很大的理论和现实指导意义。本文首先梳理了国内外城市轨道交通融资方面的研究成果,介绍了城市轨道交通的基本概念及特点,总结了城市轨道交通的经济特点和融资特点,借鉴了国内外城市轨道交通融资做法和经验,阐述了研究的理论基础,形成初步的研究思路。其次,分析了南宁市城市轨道交通融资现状,查找其存在问题及原因,探索最适合南宁市城市轨道交通发展的融资方式——"轨道+物业"方式、政府主导下的债务方式和适时采用多元化融资方式。其中,重点分析了 "轨道+物业"方式,提出了采用建设用地使用权作价出资方式取得土地后进行物业综合开发的创新思路。最后,分析了研究成果和存在不足,对需要进一步深入研究的问题进行了展望。
[Abstract]:Urban rail transit has many advantages, such as large capacity, fast speed, accurate time, low energy consumption, low pollution, high safety and promoting urban development. In recent years, the upsurge of urban rail transit construction has been raised in our country. However, urban rail transit is a huge systematic project, with large investment, long construction period and long payback period, and it is difficult to realize profit. As a result, the government needs to be a major investor in the construction for a long time, and the financial burden is very heavy. With the expansion of construction scale, the difficulty of financing urban rail transit has become the bottleneck of its construction and development. Therefore, it is of great theoretical and practical significance to strengthen the research on the financing of urban rail transit and ensure the rapid development of urban rail transit. Firstly, this paper reviews the research results of urban rail transit financing at home and abroad, introduces the basic concepts and characteristics of urban rail transit, and summarizes the economic and financing characteristics of urban rail transit. This paper draws lessons from the domestic and foreign urban rail transit financing practices and experiences, expounds the theoretical basis of the research, and forms a preliminary research idea. Secondly, the paper analyzes the present situation of Nanning urban rail transit financing, finds out its existing problems and reasons, and explores the most suitable financing method for Nanning urban rail transit development-"rail property". Government-led debt and the timely adoption of diversified financing. Among them, the paper analyzes the mode of "track property", and puts forward the innovative idea of comprehensive property development after acquiring the land by the way of using the right to use the construction land as a price contribution. Finally, the research results and shortcomings are analyzed, and the problems that need further research are prospected.
