基于公共危机视角的高速铁路运营安全机制研究

【摘要】:我国高速铁路发展至今,记录在案的已经发生数十起安全事故,这些事故对公众的身心以及对自然环境都已构成严重的影响。因此高速铁路对人类自身生存的负面影响不容忽视,必须把高速铁路的安全运营提升至公共危机的理论高度,建立一个系统的运营机制来保障我国高速铁路健康、安全、稳定地发展,,是刻不容缓、势在必行的。 本文基于公共危机的视角,以我国高速铁路安全机制的构建为研究对象,总体上遵循:现状与问题分析、理论研究、经验借鉴、对策研究、机制创新的思路,对我国高速铁路运营安全机制的构建进行新的探索。通过对影响我国高速铁路运营过程中存在的安全问题进行系统阐述,揭示我国高速铁路安全运营机制建设的必要性。通过总结国外高速铁路运营的安全管理经验,将其与我国高速铁路发展的实际相结合,分析出适合我国高速铁路发展安全机制的理念和理论,把高速铁路产生的安全事故提升至公共危机的理论高度,结合和利用公共危机管理的相关理论,构建出适合我国国情的高速铁路安全运营机制。 研究把公共危机管理理论与我国的高速铁路安全机制结合起来论述,正是以此唤起政府和社会公众对高速铁路安全的极大重视,从理论上防患于未然,保障我国高速铁路合理、健康、和谐地发展壮大。因此,可以总结出我国的高速铁路发展道路应该是:客观总结经验与教训,对比自身的高速铁路发展史,不断学习国外发达国家的成功经验,以一种谦虚、谨慎、安全的态度发展我国高速铁路,最终实现我国高速铁路的安全运营。
[Abstract]:Since the development of high-speed railway in China, dozens of safety accidents have been recorded, which have a serious impact on the body and mind of the public as well as on the natural environment. Therefore, the negative impact of high-speed railway on human survival can not be ignored. It is necessary to raise the safe operation of high-speed railway to the theoretical level of public crisis and establish a systematic operation mechanism to ensure the health and safety of high-speed railway in China. Steady development is urgent and imperative. Based on the perspective of public crisis, this paper takes the construction of the safety mechanism of high-speed railway in China as the research object, following the following ideas: current situation and problem analysis, theoretical research, experience reference, countermeasure research, mechanism innovation, and so on. A new exploration is made on the construction of high-speed railway operation safety mechanism in China. This paper systematically expounds the safety problems existing in the operation of China's high-speed railway, and reveals the necessity of the construction of the safety operation mechanism of our country's high-speed railway. By summing up the safety management experience of foreign high-speed railway operation, combining it with the development of high-speed railway in China, the paper analyzes the concept and theory suitable for the development of safety mechanism of high-speed railway in China. The safety accident caused by high-speed railway is promoted to the theoretical level of public crisis. Combining and utilizing the relevant theory of public crisis management, the safe operation mechanism of high-speed railway is constructed. By combining the theory of public crisis management with the safety mechanism of high-speed railway in our country, the research will arouse the great attention of the government and the public to the safety of high-speed railway, prevent trouble before it occurs in theory, and ensure the reasonableness of high-speed railway in our country. Develop healthily and harmoniously. Therefore, we can conclude that the development path of high-speed railway in China should be: objectively sum up experiences and lessons, compare their own high-speed railway development history, constantly learn from the successful experiences of developed countries abroad, and be modest and cautious. The safe attitude develops our country high-speed railway, finally realizes our country high-speed railway safe operation.
