珠三角高速公路计重收费方案研究

【摘要】:高速公路收费是筹集高速公路建设资金的重要手段之一。中国高速公路与发达国家相比发展较晚,为了加快高速公路网络建设,采用收费筹资收费还贷的方式是必然趋势。 世界各国公路收费通常采用直接收费与间接收费两种形式,直接收费即对车辆通行收取通行费,间接收费主要包括道路拥堵费等。我国高速公路主要采用直接收费方式,主要收费模式有:封闭式收费模式与开放式收费模式。 在高速公路发展初期,收费方式较简单。一般采用的是分车型按通行里程进行费额核算。这类收费方式管理单一,容易操作,但随着中国经济发展与高速公路管理技术的提升,如何在收费的同时最大程度保证行车安全减少路桥损耗成为新的需求。计重收费的概念也进入了大家的视野。计重收费做为限制超载,维护行车安全,保护路桥设施的重要手段,目前在国内已经大范围采用。 本文通过对高速公路计重收费技术以及高速公路收费政策的分析,结合广东省的实际情况,对广东省高速公路珠三角联网收费区域计重收费进行评估研究。主要针对高速公路计重收费技术、现有土建条件及改造可行性、计重收费产生的效益等方面进行分析研究。
[Abstract]:Expressway toll is one of the important means to raise funds for expressway construction. Compared with the developed countries, the highway in China is developing later. In order to speed up the construction of highway network, it is an inevitable trend to adopt the way of charging for financing and paying off the loan. Road tolls in many countries in the world are usually in the form of direct toll and indirect charge. The direct toll is to collect the toll on the vehicle, and the indirect toll mainly includes the congestion charge and so on. The highway in our country mainly adopts the direct toll mode, the main toll mode is: closed toll mode and open toll mode. In the early stage of highway development, the charging method is relatively simple. In general, the use of sub-models according to the mileage of charge accounting. With the development of Chinese economy and the improvement of highway management technology, how to ensure the traffic safety and reduce the loss of roads and bridges becomes a new demand. The concept of heavy charge has also entered the field of vision. As an important means to limit overload, maintain traffic safety and protect road and bridge facilities, weight-calculating charge has been widely used in China. Based on the analysis of toll collection technology and toll policy of expressway, combined with the actual situation of Guangdong Province, this paper evaluates and studies the weighing charge in the Pearl River Delta toll area of Guangdong Province. This paper mainly analyzes and studies the technology of toll collection of expressway, the existing conditions of civil construction and the feasibility of reconstruction, and the benefit of toll collection.
