上远公司船舶管理流程运行评价及再造研究

【摘要】:全球经济增长前景黯淡、欧盟债务危机等因素导致大多数的航运企业都陷入了经营困境。如何使航运企业在这样的环境里面得以生存,并保持积极发展的态势,是每一个航运企业的管理者必须认真思考的问题。降低船舶的管理成本,提高管理效率,增强市场的竞争力,作为航运企业核心业务的船舶管理已经越来越受到各大航运巨头的重视。 日前,中远集团为了适应国家八部委颁布的新航运政策,实现资本市场融资、扩大船队规模、增强市场竞争力的战略目标,对中远集装箱运输有限公司进行了资产重组和功能调整,将其从一个下属职能部门,转变为一个面向市场、自负盈亏的独立经营实体即上海远洋运输有限公司,职能定位是服务航运主业,做好中远集运所属114条船舶的船员调配和船舶日常管理以及投资管理。上远公司在脱离了中远集运的扶助后,只有改善船舶管理流程,降低成本,解决经济效益的问题,才能在市场经济的大潮中求得生存、赢得发展。因此,本文关于上远公司流程再造的研究对于中远集运市场竞争力的提升,对于上远公司的生存具有极为深远和重要的意义。 本文首先进行船舶管理流程再造的理论概述,论述了船舶管理流程理论和管理流程再造理论。继而对上远公司船舶管理现状进行分析,在借鉴国外公司先进的船舶管理评价标准的基础上,结合上远公司的特点,提出上远公司船舶管理流程运行效果评价指标体系,运用物元可拓方法进行评价,分析上远公司船舶管理流程方面存在的问题。最后参照国外知名船舶管理公司的经验,从船舶管理、船员管理和安全体系三方面对上远公司船舶管理流程进行再造,实现船舶管理纵向到底、横向到边,全面有效提升船舶管理的控制力。
[Abstract]:The bleak outlook for global growth and the European Union debt crisis have left most shipping companies in trouble. How to make shipping enterprises survive in such an environment and maintain a positive development situation is a problem that every shipping enterprise manager must seriously consider. As the core business of shipping enterprises, ship management has been paid more and more attention to by the major shipping giants, to reduce the cost of ship management, improve management efficiency and enhance the competitiveness of the market. A few days ago, in order to adapt to the new shipping policies promulgated by eight state ministries and commissions, COSCO Group realized the strategic objectives of capital market financing, expanding fleet size, and enhancing market competitiveness. Cosco Container Transportation Co., Ltd. has been reorganized and its functions have been adjusted from a subordinate functional department to an independent, market-oriented, self-financing operating entity, namely Shanghai Ocean Shipping Co., Ltd. Function orientation is to serve the main industry of shipping, to do a good job in the distribution of 114 vessels belonging to Cosco, the daily management of ships and investment management. Only by improving the ship management process, reducing the cost and solving the problem of economic benefit, can the Shangyuan Company survive and win the development in the tide of market economy after breaking away from the support of COSCO's collection and transportation. Therefore, the research on the process reengineering of Shangyuan Company in this paper is of great significance to the promotion of COSCO's market competitiveness and to the survival of Shangyuan Company. Firstly, this paper summarizes the theory of ship management process reengineering, and discusses the ship management process theory and management process reengineering theory. Then the paper analyzes the current situation of ship management of Shangyuan Company, and on the basis of drawing lessons from the advanced evaluation standards of ship management of foreign companies and combining the characteristics of Shangyuan Company, puts forward the evaluation index system of operational effect of ship management process of Shangyuan Company. The problems in ship management process of Shangyuan Company are analyzed by using matter-element extension method. Finally, referring to the experience of well-known foreign ship management companies, the ship management process of Shangyuan Company is reconstructed from three aspects: ship management, crew management and safety system, so as to realize the ship management vertical to the end, horizontally to the side. Fully and effectively enhance the control of ship management.
