我国交通建设投资的滞后效应与区域效应研究

【摘要】:交通建设投资作为公共投资的重要组成部分之一,是政府有效配置资源、强化国家经济实力和进行宏观调控的有效手段。在我国经济持续快速增长而区域经济差异显著的背景下,交通建设投资对我国的经济增长具有重要意义。自2000年起,我国中央政府提出了“西部大开发”、“东北老工业区振兴”、“中部崛起”等一系列区域经济发展战略,在这些战略的指导下的建设投资中,交通建设的投资占有较大比重。通过交通建设投资来实现区域经济振兴是一段时间内我国区域经济发展战略的重要组成部分,交通建设投资对我国的经济增长的影响也随之日趋显著。 交通建设投资与经济增长的相互关系,并不是一个新的研究课题。然而仅仅关注于这种相关关系的计量特点,并不能在机理层面阐述交通建设投资对经济增长的作用原理。因此,本文以交通建设投资与经济增长的相关关系为出发点,从时间和空间两个维度,,分别去研究我国交通建设投资两个比较显著的经济特征,即滞后效应与区域效应。 在交通建设投资领域,投资的经济效益并不能在当期得以显著地表现。在微观层面,交通建设项目投资的经济效益的滞后可以考虑采用对应交通量的滞后来反映,尤其许多公建项目在得以使用一段时间之后,其对应的交通量才会逐渐平稳;在宏观层面,一定区域内的交通建设投资的经济效应受诸多因素影响,经济计量学的因果分析和相关性分析的结果表明,其经济效应与交通建设投资的前几期值存在更为显著的因果关系。 在区域经济发展的背景下,城市的经济增长不仅受到自身的交通建设投资的影响,而同样被一定范围内,其他城市的交通建设投资所影响。本文试图从区域通达性、经济相关性以及区域经济潜能这个三个方面逐层递进地阐明交通建设投资的区域效应。城市群的交通建设投资的分布,决定了城市群内主要的交通廊道,交通廊道能够显著地提高周边城市的区域通达性。在交通廊道形成之后,具有交通区位优势的城市往往能够得到快速的经济增长,而相反具有交通区位劣势的城市则面临着资源外流的局面。
[Abstract]:As an important part of public investment, traffic construction investment is an effective means for the government to allocate resources effectively, strengthen national economic strength and carry out macro-control. Under the background of sustained rapid economic growth and significant regional economic differences, traffic construction investment is of great significance to China's economic growth. Since 2000, China's central government has put forward a series of regional economic development strategies, such as "the Great Development of the West", "Revitalization of the Old Industrial Zone in Northeast China" and "the rise of the Central region". Under the guidance of these strategies, the central government has put forward a series of regional economic development strategies. Investment in transportation construction accounts for a large proportion. It is an important part of China's regional economic development strategy to realize regional economic revitalization through traffic construction investment, and the impact of traffic construction investment on our country's economic growth is becoming more and more obvious. The relationship between traffic construction investment and economic growth is not a new research topic. However, it is not possible to explain the principle of the effect of traffic construction investment on economic growth on the level of mechanism. Therefore, based on the correlation between traffic construction investment and economic growth, this paper studies the two obvious economic characteristics of traffic construction investment in China, namely, lag effect and regional effect, from the two dimensions of time and space. In the field of traffic construction investment, the economic benefits of investment can not be significantly expressed in the current period. At the micro level, the lag of economic benefits of traffic construction projects can be reflected by the lag of corresponding traffic volume, especially after many public construction projects can be used for a period of time, the corresponding traffic volume will be gradually stable; At the macro level, the economic effect of traffic construction investment in a certain region is affected by many factors. The results of causality analysis and correlation analysis of econometrics show that, There is a more significant causal relationship between the economic effect and the previous periods of traffic construction investment. Under the background of regional economic development, urban economic growth is not only affected by its own traffic construction investment, but also by other cities' traffic construction investment. This paper attempts to expound the regional effect of traffic construction investment from three aspects: regional accessibility, economic relevance and regional economic potential. The distribution of traffic construction investment in urban agglomeration determines the main traffic corridors in the urban agglomeration which can significantly improve the regional accessibility of surrounding cities. After the formation of traffic corridors, cities with traffic location advantages can often get rapid economic growth, whereas cities with traffic location disadvantages are faced with the situation of resource outflow.
