城市轨道交通PPP项目实施效果评价研究

【摘要】:2014年是我国PPP事业大发展的元年,也是践行所有制改革的重要一年。在基础设施领域推广PPP项目,以PPP模式引导社会资本参与提供公共服务产品,可以有效提高公共产品与服务的效率和质量。轨道交通PPP项目以其投资规模大、经营周期长、建造技术复杂、合约关系复杂等特点使得其成为PPP项目中的重点关注对象。对轨道交通PPP项目的实施效果进行评价,是对政府监管、社会投资人有效投资、项目公司有效运营等方面进行评估。本研究旨在为项目的评估者提供一种方法,评价轨道交通PPP项目的实施效果。在充分调研和查阅文献文档的基础上,以PPP基本理论、利益相关者理论、项目后评价理论、因果分析理论展开了轨道交通PPP项目的评价内容识别,并得到了四大层面57个二级指标,较为系统的描述了轨道交通PPP项目的各方面实施效果。在目标管理理论、绩效管理理念指导下,梳理出了轨道交通PPP项目的指标评价准则,为PPP综合评价打下了重要基础。利用模糊评价理论,实现了对复杂的轨道交通PPP项目的实施效果综合评价和评级。本文以北京地铁4号线为实证案例,对其财务经济、实施过程、用户体验、合约与机制四个层面进行了有效示例评价,证明了北京地铁4号线PPP项目达到了比较好的预期实施效果,具有借鉴意义。最后,论文对于评价体系的完善和权重确定提出了未来的发展寄语。
[Abstract]:2014 is the first year of the great development of China's PPP cause, and also the important year of carrying out the ownership reform. Promoting PPP projects in the field of infrastructure and guiding social capital to participate in the provision of public service products in PPP mode can effectively improve the efficiency and quality of public goods and services. Because of its large scale of investment, long operating period, complex construction technology and complicated contract relationship, rail transit PPP project has become the focus of attention in PPP projects. The evaluation of the implementation effect of rail transit PPP project is to evaluate the government supervision, the effective investment of social investors, the effective operation of the project company, and so on. The purpose of this study is to provide a method for project evaluators to evaluate the effect of rail transit PPP project. On the basis of full investigation and reference of literature and documents, based on the basic theory of PPP, stakeholder theory, post-project evaluation theory and causality analysis theory, the evaluation content of PPP project of rail transit is identified. At the same time, 57 secondary indexes of four levels are obtained, and the implementation effect of rail transit PPP project is described systematically. Under the guidance of the theory of objective management and the concept of performance management, the index evaluation criteria of rail transit PPP project are sorted out, which lays an important foundation for the comprehensive evaluation of PPP. The fuzzy evaluation theory is used to realize the comprehensive evaluation and rating of the implementation effect of the complex rail transit PPP project. This paper takes Beijing Metro Line 4 as an empirical case to evaluate its financial economy, implementation process, user experience, contract and mechanism. It is proved that the PPP project of Beijing Metro Line 4 has achieved the expected implementation effect and has reference significance. Finally, the paper puts forward the future development message for the improvement of evaluation system and the determination of weight.
