重庆市农村公路建设融资优化研究

【摘要】：农村公路作为农村地区经济发展的咽喉,如何有效的确定农村公路建设融资渠道以及进行融资优化是目前应解决的重要问题。就当前来说,农村公路建设融资的发展仍处于初级阶段。本文根据目前研究结果及经验,对农村公路的概念、属性、重要性进行分析,且对农村公路建设的社会经济性进行评价;从农村公路建设融资的内涵、融资渠道、相关理论三个方面进行融资基本理论分析,并依据工程经验分析农村公路建设融资的原则。根据目前重庆市农村公路建设融资总结重庆市农村公路建设资金的来源、建设融资存在的问题以及融资不畅的原因。融资中存在的问题主要有资金需求量大、资金来源不稳定和融资渠道狭窄。融资不畅的原因主要有认识不到位、融资机制不完善、管理体制不健全。根据国内外已有的农村公路建设融资方式方法,进行重庆市农村公路建设融资优化研究,包括农村公路建设融资启示以及融资优化方法,具体融资优化措施为完善重庆市农村公路建设融资机制和增加重庆市农村公路建设融资分配,并进行重庆市农村公路建设融资优化策略分析,通过总体思路探讨、市场化融资策略分析、项目融资策略分析,得出适合重庆市农村公路建设的融资方式。同时选择当地农村适合的道路进行推广应用,逐渐缓解当前农村公路建设的不利处境。通过具体事例介绍农村公路建设融资优化,选取重庆市荣昌县农村公路建设作为分析对象,首先介绍现阶段农村公路融资建设的背景以及重庆荣昌县的概况,然后对荣昌县农村公路建设融资进行分析;其次对荣昌县农村公路建设融资风险进行分析;对荣昌县农村公路建设融资进行优化,最后对荣昌县农村公路建设进行“融资—效应”评价。农村公路建设融资渠道的优化改善不可能在短期内完成,除了在政府领导机制的引导下,更需要与当地经济建设相结合。农村公路建设融资和农村经济相互依赖、相互生存、相互制约,农村公路建设推动农村经济发展,农村经济发展保障农村公路建设融资。农村公路建设融资和农村经济互相推动,共同保障农村公路建设的快速、稳定发展。
[Abstract]:Rural highway as the throat of rural economic development, how to effectively determine the rural highway construction financing channels and financing optimization is an important problem to be solved. At present, the development of rural highway construction financing is still in the primary stage. According to the current research results and experience, this paper analyzes the concept, attribute and importance of rural highway, and evaluates the social economy of rural highway construction. This paper analyzes the basic theory of rural highway construction financing from three aspects: connotation, financing channel and related theory, and analyzes the principles of rural highway construction financing according to the engineering experience. According to the current financing of rural highway construction in Chongqing, this paper summarizes the sources of rural highway construction funds in Chongqing, the problems existing in construction financing and the reasons for the lack of financing. The main problems in financing are large demand for funds, unstable sources of funds and narrow financing channels. The main reasons for the poor financing are the lack of understanding, the imperfect financing mechanism and the imperfect management system. According to the existing financing methods of rural highway construction at home and abroad, this paper studies the financing optimization of rural highway construction in Chongqing, including the enlightenment of rural highway construction financing and the financing optimization method. The specific financing optimization measures are to perfect the financing mechanism of Chongqing rural highway construction and to increase the financing distribution of Chongqing rural highway construction. Market financing strategy analysis, project financing strategy analysis, get suitable for Chongqing rural road construction financing mode. At the same time, the suitable roads in local countryside are chosen to be popularized and applied to alleviate the disadvantages of rural road construction. This paper introduces the optimization of rural highway construction financing through concrete examples, selects the rural highway construction of Rongchang county in Chongqing as the analysis object, first introduces the background of rural highway financing construction at present and the general situation of Rongchang county in Chongqing. Then it analyzes the financing of rural highway construction in Rongchang County. Secondly, it analyzes the financing risk of the rural highway construction in Rongchang County, optimizes the financing of the rural highway construction in Rongchang County, and finally evaluates the "finance-effect" of the rural highway construction in Rongchang County. The optimization and improvement of the financing channels of rural highway construction can not be completed in a short period of time. Besides the guidance of the government leadership mechanism, it is also necessary to combine with the local economic construction. Rural highway construction financing and rural economy depend on each other to survive and restrict each other. Rural highway construction promotes rural economic development and rural economic development guarantees rural road construction financing. Rural highway construction financing and rural economy promote each other, together to ensure the rapid and stable development of rural road construction.
