国外铁路特许经营模式分析及启示

【摘要】:在阐述国外铁路特许经营3种基本模式——欧洲模式、非洲模式、英国及南美洲模式的基础上,从适应经营领域、市场进入快慢、投资成本、面临风险、对项目运营的主动控制权等方面,比较分析不同模式的特点,提出铁路特许经营成功实施需要具备的基本条件,即项目应有较为明确的盈利前景,充分考虑各种可能的政治和法律风险,充分明确特许协议的关键条款,多方协作解决融资问题,妥善处理项目经营管理问题。针对我国铁路"走出去"战略,我国铁路企业开展境外铁路特许经营应客观评价项目风险并做好风险防范,周密部署特许经营总体方案。
[Abstract]:On the basis of expounding three basic modes of foreign railway franchising-European model, African model, British and South American model, from adapting to the field of operation, the market enters into the fast and slow, the investment cost is faced with the risk. In the aspects of active control of project operation, the characteristics of different modes are compared and analyzed, and the basic conditions for successful implementation of railway franchise are put forward, that is, the project should have a clear profit prospect. All kinds of possible political and legal risks should be fully considered, the key terms of the concession agreement should be clearly defined, the financing problem should be solved in various ways, and the project management should be handled properly. In view of the "going out" strategy of railway in China, the railway enterprises in China should objectively evaluate the project risk and take good precautions against the project risk in carrying out the overseas railway franchise operation, and arrange the overall scheme of franchise management carefully.
