高速铁路接收及运营管理相关问题研究

【摘要】:当前我国经济与社会的快速发展,伴随着国家对重要基础设施建设的大量投入,交通运输业取得了长足的进步。在运输市场竞争日益激烈的形势下,铁路作为国民经济的大动脉,交通运输体系的骨干,正面临着严峻的市场挑战,如何满足不断增长的运输需求以便在市场竞争中立于不败之地,成为铁路运营和管理部门迫切需要解决的问题,铁路运输必须不断提高服务水平,以实现安全、高效、快捷的客流和货流运输。 我国《中长期铁路网发展规划》描绘了2020年我国铁路网发展的宏伟蓝图:建成“四纵四横”高速铁路网,建成以高速铁路为骨干、绝大多数大中城市为节点的快速客运网络,对增加铁路客运竞争能力以及缓解铁路既有路网压力具有重要的作用。 目前我国高速铁路还处于发展初期,考虑到我国特殊的国情和路情,高速铁路的运营管理模式不能照搬国外高速铁路的管理模式,因此,探讨寻求适合于我国铁路高速铁路发展初期的接收及运营管理模式具有重要意义。但是,当前对未成网形势下高速铁路接收及运营管理模式一直没有一个系统的、理论的研究,因此该文以郑西高速铁路为实例对高速铁路运营管理模式进行研究具有重大的理论研究价值和实际运用价值,是高速铁路运营初期需要首先解决的问题,也是对我国铁路运输管理理论的补充和完善。 概括起来,本论文主要进行了以下几个方面的工作: 在广泛查阅了国内外相关资料下,对国外高速铁路及京津城际铁路的运营管理情况进行调查、分析并总结。具体内容涵盖高速铁路建运模式及高速铁路公司监管体制分析、高速铁路调度模式分析、高速铁路综合维修、高速动车组检修管理、高速铁路车站现行运营管理模式、高速铁路票务系统和旅客服务系统等。 对当前尚未建成快速客运网下的高速铁路接收管理模式展开研究。分析了铁道部、高速铁路公司、铁路局三者之间职责划分,收入、费用清算问题。提出高速铁路接收管理专业化、运营管理归口化的基本原则,并以郑西高速铁路为例,探讨了接收管理机构设置、接收方案、接收管理工作的原则及方法、接收管理计划安排及衔接问题等。 对高速铁路接收后的专项管理模式进行研究,研究了专项管理中各专业的权利和义务。通过建立评价指标体系,利用评判算法对路局层面、站段各专业,包括车站管理、动车组维修管理、牵引供电管理、工务管理、电务管理、乘务管理、票务管理、安全管理等专项管理模式进行分析、评价,从而找出适合近期、远期高速铁路运营的专项管理模式以及机构设置。 我国修建的高速铁路大都是平行于路网主要既有干线修建的,客货流运输组织面临重新分配,迫切需要对高速铁路与既有线的分工模式进行探讨。论文研究了高速铁路与既有线分工优化,分析了高速铁路与既有线分工的影响因素和原则,并构建了数学模型。在此基础上研究了高速铁路列车开行方案优化及经济效益分析。以郑西高速铁路为例,对上述研究结论进行实例验证,并对实际工作具有指导意义。
[Abstract]:With the rapid development of our country's economy and society, the transportation and transportation industry has made great progress with the great input of the nation to the important infrastructure construction. Under the increasingly fierce market competition, the railway, as the backbone of the national economy and the backbone of the transportation system, is facing a severe market challenge, and how to meet the growing transport demand so as to stand in the invincible position in the market competition, As the urgent problem to be solved in the railway operation and management department, the railway transportation must continuously improve the service level so as to realize safe, efficient and fast transport of passenger flow and cargo flow. China's long-and medium-and long-term railway network development planning> depicts the grand blueprint for the development of the railway network in our country by 2020: the establishment of the four-longitudinal and horizontal high-speed rail network, the completion of the high-speed railway as the backbone, the vast majority of large and medium-sized cities as the rapid passenger transport network of the node It is of great significance to increase the competitiveness of railway passenger transport and to relieve the existing road network pressure of the railway At present, the high-speed railway in our country is still in the early stage of development, taking into account the special national conditions and road conditions of our country, the operation management mode of the high-speed railway cannot copy the management mode of the high-speed railway abroad Therefore, it is important to explore the receiving and operation management model which is suitable for the development of China's railway high-speed railway. However, there is no systematic and theoretical study on the high-speed railway receiving and operation management mode under the situation of unnetwork, so this paper has a great theoretical research value and practical operation on the research of the high-speed railway operation management mode with the example of Zheng Xi's high-speed railway. The paper analyzes the division of responsibilities between the Ministry of Railways, the high-speed railway and the railway bureau. The special management mode after receiving the high-speed railway is studied and the special pipe is studied. Through the establishment of the evaluation index system, the evaluation algorithm is used to make use of the evaluation algorithm to the various disciplines of the road bureau level and the station segment, including the station management, the maintenance management of the motor train unit, the traction power supply management, the work management, the electric traffic management, the passenger management, the ticket management, the security management, and the like. In this paper, a mathematical model is built and a mathematical model is built. On this basis, the high-speed railway train is studied. The optimization of the operation plan and the economic benefit analysis are carried out. Taking the high-speed railway of Zheng Xi as an example, the results of the above research are verified.
